Apologies for Absence

Apologies received from Cllr. G Chapman, Cllr. S Devine, Cllr. D Jenkins and Cllr. J Goggins. 

Disclosure of Interest

Cllr. Tusting declared interest in the application for a grant for The Chellington Project.

Minutes of Meeting

Minutes of meeting for August 9th were agreed and signed as a true record. 

1. Election of Two Planning Officers 

Cllr. Tusting recommended having an additional two planning officers to assist Cllr. Chapman. Therefore 2/3 of the officers could view the planning applications and advise the rest of the council. Cllr. Tusting has volunteered to be one of the additional officers. 

Cllr. Davies suggested there should be pre-defined rules that could be used when viewing planning applications.

Cllr. Brandon has spoken to Mr P Roland of the Planning Dept. and invited him to attend a Parish Council meeting, a date has yet to be arranged.

This matter will be discussed further at the October meeting.

2. Speed Limit on Harrold Bridge and Turvey Road

Harrold Bridge

Letter from B.C.C. regarding the request to have a 30mph speed limit across Harrold Bridge and the road between the two villages. B.C.C. agree that there are reasonable grounds for introducing a lower speed limit over the bridge. The remaining length of road has open countryside on both sides with no frontage development, and therefore the criteria are not met to warrant a speed reduction. Cllr. Brandon suggested having a speed camera in place. Letter to be written to the Police.

 

Turvey Road

The level of frontage development did not meet that demanded by the criteria to extend the 30mph speed limit to beyond School Lane. The matter was also discussed with Bedfordshire Police who indicated that they could not support a 30mph speed limit. Therefore B.C.C. are reluctant pursue proposals that the Police are opposed to because they are ultimately responsible for enforcement.

 

3. Carlton & Chellington Website

Cllr. Jenkins has highlighted the website is not being used as much as hoped. It will be advertised in the Bridge and poster put on notice boards.

This item will be discussed further at the October meeting.

 

County Councillor’s Report

None

Borough Councillor’s Report

Cllr. Brandon advised that a skip can be obtained free of charge but then the money from the recycled glass would not be passed back to the Parish Council. All agreed that this was the preferred option. Cllr. Brandon will liase with Mr McKever B.B.C to have it delivered to Emmaus. Emmaus to be advised and confirm their approval.

Cllr. Brandon advised that the boroughs plans for the refurbishment of the Town Centre (Bus Station) are well under way, with plans for a multi storey with shops and parking. Also, the Riverside car park is being developed into flats.

 

School Governor’s Report

Rectory Close, some years ago the residents along that row were 'given' an additional 6ft of land from the sports field. This strip of land had a dyke and 3 sycamore trees.

Cllrs. Are not aware of any agreement, However Cllr. Simpson will bring up the issue of access/gates into the sports field at the next Governors meeting.

Correspondence

B.R.C.C. – Invitation to a morning Study Tour on 26th October. Declined.

B.R.T.A. – invitation to a conference on 2nd October. Declined. 

Noun – Wind Farm at Airfield Farm next to Santa Po Raceway. No views. 

B.C.C – Letter advising of Election costs for the coming year.

The Villager Minibus- Letter of thanks for £175.00 donation.

Door-to-Door – Letter of thanks for £200.00 donation.

B.C.C. – Bogus Caller Training Package. Declined.

B.C.C. – Road closures at Radwell Road, Milton Ernest.

Bedfordshire Police – Continued efforts to recruit Special Constables to Bedfordshire Police.

GIMA – Disability Act for Hearing Impaired as of 1st October 2004.

Chellington Project - Rural Grant for the Chellington Project submitted on behalf of Mr J Tusting was agreed by all

Five cheques prepared for signature, Miss G Forde £218.50 for salary, Miss G Forde £42.90 for expenses, Mr Crammen £172.50 for handyman duties, Mr. C. Horne £447.67 for grass cutting, Zurich £1495.38 for insurance.

04/02317/FUL. Pear Tree Cottage, demolish existing conservatory. Erect two-storey extension in its place and conservatory behind that. No objections.

Village Hall Report

General Village Matters

The grass at the Baptist Church needs cutting. Mr. R Bambridge to be asked to cut it.

The seat on St. Mary’s Road needs painting.

No 12 Rectory Close has unfinished planning work and is environmentally unfriendly, Cllr. Brandon will find out how long planning permission remains valid for.

The roads in the village have now been resurfaced and the Parish Council would like the white lines be left off the roads for the next 6 months. When it will be reviewed. Celia Sellers to be advised.

Concern was raised about parking too close to the corner of Bridgend/The Causeway, which is obstructing drivers view. Letter to be written to the Police regarding this matter.
