CARLTON AND CHELLINGTON PARISH COUNCIL 334
MINUTES of meeting held 14th September 2009 – 7.30pm Carlton Village Hall
Present: Cllr D. Jenkins (Chairman), Cllrs T. Coles, L. Dempsey (arrived 19:37), E. Devine, A. Geerts, S. Owen and Jane Tusting.
In attendance: Helen Jago (Emmaus), Doug Neil.
1. Apologies for absence: Cllr Jim (V) Brandon. 2. Co-option of Parish Councillor: Doug Neil was proposed by Cllr Jenkins to be co-opted onto the Parish Council, all councillors present at the meeting unanimously seconded this proposal. 2 (i) Resolved – Doug Neil voted on to the Parish Council. 3. Disclosure of interest: None. 4. Minutes of meeting 14th September 2009: confirmed as a true record of the meeting and signed off by the Chairman. 5. Emmaus report: Helen Jago reported that there are 28 companions at present and the community is very stable at the moment. The Emmaus Music/Arts Festival on Saturday 26th September will be open to the whole community and the event is free – everyone is welcome to attend. Future Adult Education Evenings will be scheduled at the Emmaus Village. Cllr A. Geerts will liaise with Helen with regard to the Emmaus community donation (for the Pensioners Christmas Lunch). The Chairman thanked Helen for attending and she left the meeting at 19:45hrs. 6. Matters arising from meeting held in September: Bridgend railings – Neil O’Leary (Highways) does not yet have all the figures yet for proposed changes/improvements to the railings alongside the Bridgend ditch area. Council agreed that Cllr Jenkins should write to Neil suggesting that the Council’s preferred option would be to pipe the ditch – viability and cost would be an important issue in whatever proposal is acceptable to the Council. Council believes that Bedford Borough Council should cover the cost of improvements to the railings as County Council originally installed them. Nothing has been decided yet, more information and costings are needed from Neil. Speeding – Cllr Jenkins met with the Caroline Almond after the last parish council meeting to discuss the positioning of the metal support posts for the VAS devices – 3 areas high lighted as The Causeway, Pavenham Hill and approach to Bridgend. Other methods of speed reduction were discussed, suggestions from Caroline Almond that the centre line at Bridgend be removed, village gates to be painted white (more visible) and reduction of speed limit to 40 m.p.h. at Bridgend. No formal decision has yet been made. Village Bench (area where Bus Shelter used to be) – Council decided (after a vote of 7 for , 1 against) on a good quality seat (Stanford type) from Glasdon Products, as this will also become a memorial to the late Billy Crammen. P.C.S.O. – still awaiting responses from other parish councils on the proposal to fund another P.C.S.O. DSD have responded to complaint from the parish council about inappropriate filling of rubbish bins, assured us that this will not happen again and the matter has been dealt with. Wooden post and rail fence by Harrold Bridge – village handyman (Richard Sinclair) has repaired the fence, but a request from Council that the other end of the fence to also be repaired. Awaiting arrival of new dog bin from Glasdon Products. Hastoe Housing Association – Alison is on leave until the 15th September – no update yet. 7. Police Report: no police at this council meeting, but a copy of the police report which is to go into the Oct/Nov edition was circulated to Council. Crime in Carlton is very low and extra speed checks have taken place in Carlton over the past weeks. P.C.S.O. Michael Blass holds a regular police surgery at Emmaus – this is open for any member of the public to attend.

8. Borough Councillor’s report: not present, so no report. October 15th is the date of the election for the new Mayor of Bedford. 9. Highways report: Street Close and Manor Close are being resurfaced this week. 10. Finance report: a cheque was signed for Thus, Cable and Wireless (village website) £114.94 between meetings (as agreed at meeting held 10th August). A further 5 cheques were presented for payment – Warners (Childrens Playing Field x 2 cuts) £126.50, Warners (main cut) £212.75, Eon (Street Lighting) £1,127.57, Richard Sinclair (village handyman) wages and expenses for July and August), Nina Bransgrove-Knight (Clerk’s salary and expenses for August). 11. Planning applications: None. 12. Correspondence list: circulated to all councillors before the meeting – see apex (i) for list and summary of actions to be taken. 13. School Governor’s report: no report, next meeting 17th September. New boiler is being installed – hope to complete by end September. 14. Playing Field report: happy with the grass cutting. Third parish council member to go on to the committee – newly elected councillor Doug Neil agreed to do this. Cllr Owen complained about dog fouling on the playing field. Question asked from Council about a parishioner installing an access gate from his property onto the Playing Field – refer this matter to Playing Field Committee. 15. Village hall report: as at point (13) above – boiler is being installed. 16. Village matters: Long stile footpath – nettles and brambles overhanging footpath and question on the safety issue of the fence (on resident’s side). Council will ask village handyman to trim back foliage. Footpath from High Street towards playing field in need of repair – report to Highways. Water pumps recently painted black, get handyman to check over as some areas missed. Deejak field – hedge is very tall and obscuring view – chase up Bedford Borough Council for response. Highways – Road signage on approach to village from Pavenham Hill needs overhanging foliage cut back. 17. Date of next meeting: Monday 12th October – 7.30pm
