CARLTON AND CHELLINGTON PARISH COUNCIL                                                                              325

Minutes of the Parish Council meeting held on 11th May 2009 at Carlton Village Hall – start at 7.30pm.

Present:   D Jenkins (Chairman), Cllrs. T. Coles, E. Devine, L. Dempsey (19.50), A. Geerts, Jane Tusting, Jim Brandon (20.21).

In attendance:  Chris Willis (Emmaus), Alison Read (Hastoe Housing) (19.50), Kevin Cantwell, Stan Smith.

1.       Apologies for absence:  none.

2.       Election of officers:  Chairman – Cllr Tusting proposed David Jenkins and Cllr Geerts seconded this proposal – David Jenkins is hereby elected as Chairman of the Parish Council for the year 2009/10.  Vice-chairman:  Jane Tusting was proposed by Cllr Jenkins and seconded by Cllr Devine – Jane Tusting is hereby elected as vice-chairman of the Parish Council for the year 2009/10.  Sub committees are agreed as follows:-  Highways – Cllrs Coles and Jenkins.   Planning – Cllrs Dempsey, Devine and Tusting.  Playing Field – Cllrs Devine, Dempsey (there is still one vacancy to be filled at a later date).  Baptist Graveyard – Cllr Tusting.  Les Benson, although not on the Parish Council, has offered to work with the Parish Council and keep an eye on this area.  School Governor – Cllr Jenkins.  Village Hall – Cllrs Tusting and Jim Brandon.  Finance – Cllrs Jenkins, Tusting and Geerts.

3.       Disclosure of interest:  none.

4.       Minutes of parish council meeting held 16th April  2009:  confirmed as a true record of the meeting.

5.       Close parish council meeting.  Open public section of the meeting:-  Kevin Cantwell – explained that he had been asked by Jim Brandon to attend this meeting to update councillors on the last War memorial monument meeting.  Quotations for a ‘relief’ are not available at the time of this meeting.   It has been agreed by the ‘Monument’ committee that the ‘relief’ will be put on the Village Green.  Jim Brandon needs to organise another meeting in the near future.  Clerk to contact Clapham Parish Council for any useful information they may be able to pass on.  Emmaus:  8 vacancies at the moment.  Grand opening of the new Bistro on 17th June at 2.30pn (Jerry Hall).  There will be a work camp towards the end of June, for one week.  26th September – an Art and Music Festival.

6.        Alison Read (Hastoe Housing) formerly Rural Housing trust.  Alison gave an outline of the way that Hastoe works, the housing will still only benefit local people who have a need to either purchase on a shared ownership basis or rental within the village.  Public meeting was closed at this point (20.30) and the Parish Council meeting reopened.  Sites of proposed housing development were discussed, but a lot more research needs to be done before a preferred site is agreed.  Full consultation will take place with the Parish Council and parishioners before a final site is agreed upon.  David Jenkins suggested that, due to the length of time and the need to discuss this issue further, a extraordinary meeting be called for – to take place on Monday 18th May, 7.30pm at the village hall.  Resolved by all present to carry this action forward.  Cllr Jenkins thanked Alison for attending today’s meeting and looked forward to seeing her again on the 18th May.  Alison left the meeting at 21.00 hrs.

 

7.       Police report:  apologies from PC Rob Smith.  Clerk circulated the police report (this same report will be in the June/July edition of “The Bridge”).  One crime reported in Carlton, a theft from motor vehicle. No anti social behaviour reports.  PCSO Allan Taylor has now left to join the Police.  Replacement date not know.  Progress is being made with Community speed Watch – training will be provided by Borough Council who own the SID device.  Still need volunteers to come forward.

8.       Matters arising from the April meeting:  refer to appendix (i) attached to this report.

9.       Borough Councillor’s report:  the new unitary Council is working well according to Cllr Brandon.  Both buildings are still being used by the new Borough Council.  Elections are on 4th June 2009.

10.   Highways – repairs.  Reports have gone into Amey with reference to new pot holes in The Causeway.  Bridgend ditch due for clear out within the next week or so – railings will be reviewed after ditch work completed.  Other work due to be completed in May are pot holes at the junction of High Street/The Causeway and The Moor.  Remind Amey that Manor Close needs attention to potholes.

11.   Finance report:  two cheques were agreed and signed - N. Bransgrove-Knight (salary and expenses) and Richard Sinclair (salary and expenses).   Other payments will be made at next Monday’s meeting (18th May) when the new Bank cheque book has been received by the Clerk.

12.   Planning applications;  09/00919/FUL – 5 High Street, Carlton  - single storey rear ext., pitched roof to replace flat roof at front and rear of property – no objections.   09/00920/FUL – 32 The Moor,  Carlton – single storey front extension – no objections.

13.   Correspondence – see appendix (ii) attached to these minutes.

14.   School Governor’s report:  none.

15.   Playing Field report:  ask DSD to empty the rubbish bin each week.

16.   Village hall report:  none.

17.   Village matters:  to be discussed at next meeting on 18th May.

18.   Next meeting:  Monday 18th May 2009 – 7.30pm  This is an Extraordinary  meeting.   Matters to be discussed:-  Hastoe Housing, cheque signing, village matters
