Minutes of Meeting:
Minutes for 8th September were agreed and signed as a
true record.
Matters Arising:
Two Trees, The Moor
Letter from Mr D Alderman(B.C.C)
advised that the Norway maple would appear to be decaying and the Horse
chestnut has root disease. His recommendation is to remove and replace the
Norway Maple and reduce the Horse chestnut, with intentions to replace the
Horse chestnut at a later stage.
Meeting was closed to
allow members of the public to speak.
Resumed standing order.
All agreed to ask for both
trees to be removed.
The Stone Barn.
There has been no
response from Mr S Metham reference the quote for the erection of a new fence.
Various measures have been made to improve the security of the yard and
building as a result of a break in.
Highways Maintenance
Partnership.
No response from Mr
Prigmore as yet. Mrs Gersham advised that Mrss C Sellers should be dealing with
this now.Mr S Devine (Highways Office) will take the issue up with Mrss. C
Sellers. Councillors
were advised of the telephone number for the new Highways Customer Contact
Centre.
Pot Holes
Councillors were read
letter from Raynesway Construction advising that it is no longer the policy of
B.C.C. to overband to seal the edge of patches because of possible implications
with the skid resistance. But they assure that the patches were sealed with a
sprayed application before they were filled.
Rusty Manhole, High
Street
Mrss C Sellers has agreed
that this is the responsibility of the B.C.C., and that she would deal with the
matter.
Gang Mower
Mr J Creasey (Emmaus) has agreed to
carry out the overhaul of the gang mower ready for the next grass cutting
season.

Mr S Creasey advised that
they had secured finances to have the sports field drained and to provide
changing rooms and toilets.
Jubilee Bench
Mr Nicholas Tusting has
agreed to build the Jubilee Bench. Mr L Benson to liaise with him regards the
details.
B.B.C Grant
B.B.C awarded the
Carlton Pre-School
£613.00 for a balancing obstacle, a small parachute and role-play equipment.
It also awarded the
£1,500 to enable the Parish Council to employ a handyman. Mr Benson and Mr
Goggins dealing.
Conservation Area
B.B.C sent a copy of the
revised conservation area in Carlton.
Rural Grants 2003/2004
Application for £5,000
from B.B.C. to support The Chellington Project has been submitted.
Also Rural Housing guest
speaker to be invited to a Parish Council meeting to discuss affordable housing
for local people. A survey to be sent to all electors before guest speaker
comes.

Disturbance by Village
Youth
A number of concerns were
raised in regard to disturbance of meetings, etc. by village youth. It was
recommended that a flyer be produced by Mr S Devine to create awareness. It
will be posted onto the website and distributed to all homes in the village.
Notice Boards
The 5 notice boards are
in a very bad condition and need to be replaced. (the 6th notice
board at The Angel is private). Suitable replacements have yet to be decided
upon.
Charlton & Chellington
Website
Mr D Jenkins advised that
the website has had 200 hits. He will update the website with the new clerks
name. He needs to know if there are certain legal requirements for a Parish
Council website.

Minutes of meeting for October 13th were agreed
and signed as a true record.
1.Stone Barn
New fence now in place but no quote received yet. Quote of
£110.00 + VAT received for new galvanised gate. Cllr. Tusting dealing.
It was advised that there is £100 excess on the insurance so
a claim will not be submitted. Cllr. Benson to provide a list of additional
security improvements, so that the insurance company can be informed.
2.Highways Maintenance Partnership
A letter has been received from Mr Prigmore advising that
the cost will now be £8,000, and as the Parish Council have only got £2,500 the
work will need to be spread over two years. A detailed quote is required to
substantiate this cost, as the path only needs to be widened. It was decided
that Mr Prigmore be invited to a meeting. Cllr. S. Devine as Highways Officer
will speak to Mr Prigmore.
3.Rusty Manhole, High Street
Cllr. Benson will check that the manhole has been repaired.

4.Jubilee Bench
No further update.
5.Disturbance by Village Youth
Letter composed by Cllr. Devine was distributed, discussed
and approved. The letter will be distributed to all parishioners and Cllr.
Jenkins will also post it on the website.
6.Notice Boards
Awaiting a brochure from Arien Products. The notice board at
the Stone Barn will be re-affixed by Cllr. Tusting.
7.Street Light
C29 Street Close has now been fixed and C09 Rectory Close is
due to be fixed within the next few working days.

B.B.C. – Draft Planning Policy Statement 7.
Harold Division Community Liaison Forum – Minutes of Meeting
for 6th November. Cllr. Jenkins attended and advises that there is
£6,300 available in funds. A bid could be submitted to provide disabled toilets
for the Village Hall and something the Playing Fields Committee may be
interested in as well. Also, available is a device called SID (Speed
information Device), which could be used by all Parish Councils free of charge.
The Villager Community Minibus – minutes of Annual General
Meeting for 10th November.
C.P.R.E. – Invitation to attend meeting on 12th
November regarding night pollution was declined.
Bedfordshire Police - Will now be working from the visitor
centre at Harrold/Odell Country Park two days a month.
Bedfordshire Police – July/ September 12 people were dealt
with for speeding on the Causeway.
Postwatch – Information pack available for communities who
risk losing their Post Office.
B.C.R.S.G. – Charity providing support to rural communities.

Minutes of Meeting
Minutes of meeting for November 10th were agreed and signed

1. The Two Trees, The Moor.
The following options and parishioners
letters were read and discussed.
a) The Parish
Council takes responsibility for maintaining the two trees henceforth.
b) The County
Council remove one tree and plant a new one new tree.
c) The County
Council remove both trees and plant two new trees.
It was decided that the trees are
to be left as they are, and the Parish Council will take on responsibility of
maintaining them. This matter is now closed.
Letter read from Miss M Linggood
Show Secretary for the Carlton Village Show proposing a ‘Village Tree Policy’
and that funding could be obtained from the proceeds of the Carlton Village
Show. Cllr. Tusting to liase with Miss Linggood to explore this suggestion in
more detail.

Pavenham Hill, water leak on Spring Close Farm, Marsh road sign knocked over.
