Minutes of Meeting

Minutes of meeting for September 13th were agreed and signed as a true record. 

1. James Morley –Bedford Drug and Alcohol Action Group

J. Morley advised the Governments National Strategy was launched in 1998 to tackle the problem of drugs and alcohol, to build a better Britain. They are concentrating on educating young people about the effects of drug and alcohol abuse and in helping them with their addictions.

They aim to protect the communities affected by these problems by working closely with the police, targeting the supply chain, access to treatment and a range of options to help.

Bedford and Luton have local teams who consult with other professional and groups to get feed back from the community. They have a phone line 01234 408051 which is open 9.00-17.00.

Last year the campaign concentrated on counselling the families of the victims and as a result there is a special panel ’Family Support Service’ at Bromham Road, Bedford.

Half of all recorded crime is drug related, so the group aim to help deal with the crime and offer treatment support. There is a helpline called Frank that will respond by email to all questions within 24hrs.

2. John Creasey –Emmaus

Mr. Creasey advised that block 2 has now opened and is housing 16 companions. There will not be any further increases for at least eighteen months. A grant has been received to drain and level the field to provide two football pitches and a cricket ground. Local teams are invited to make use of these facilities. The changing rooms are due to be completed by the end of the year. TAT is using Block 3 to store their amateur dramatics material. There is no change to the Bistro; however there is a computer in the Bistro which is for general use. Access ramps for invalids are being installed. The incinerator is being used successfully. 

Cllr. Tusting advised that the gang mower is outside and exposed, Mr. Creasey will look into this. Cllr Benson asked if they had a website, they don’t but are happy to advertise on the Carlton & Chellington website. Cllr. Jenkins inquired where their funding is obtained from; Mr. Creasey advised they have received generous donations from the Monastery, Emmaus UK, the Lottery and others.

3. Election of additional Planning Officers

Cllrs Goggins, Devine and Jenkins have been voted as the three new planning Officers. It is with much regret that Cllr. Chapman has resigned from this duty. Cllr. Benson thanking Cllr. Chapman for all his had work and valuable guidance.

4. Speed limit within the village.

Cllr. Brandon received a letter form a young girl in the village concerned about the speed limit.

5. Carlton & Chellington Website

No further suggestion to those put forward at the September meeting.

County Councillor’s Report

C. Cllr. Gershon advised that we have the best mobile library in the country. There is a backbench audit inspection due on October 14th. Alan Hill is the new chief executive.

Borough Councillor’s Report

None

School Governor’s Report

Cllr. Simpson advised that OFSTED are due on November 22nd. The next governors meeting is taking place on November 18th.

The Boundary Committee – Feedback required regarding the processes and procedures. Cllr. Tusting will complete.

Financial Report

Five cheques prepared for signature, Miss G Forde £218.50 for salary, Miss G Forde £36.62 for expenses, Mr Crammen £205.00 for handyman duties, Village Hall £30.00 hire fee and McAlpine £48.96 for street lights. Current Account £4,099.17 and Capital Reserve Account £22,243.05.

Playing Fields Report

Cllr. Simpson advised they hope to receive £5,000.00 from the Local Network Funding for equipment, however it needs to be established if planning permission is required for a basket ball net.

Cllr.Benson advised that a person fell going into the playing field via Beeby Way, he will investigate further.

Village Hall Report

None.

General Village Matters

Cllr. Devine had a meeting with Celia Sellers and did a walk about the village listing all the work that is required.

Mrs. Styles, The Moore stated that the neighbouring hedge at 2’6” is too high. Letter to be written advising that this is not a Parish Council matter.

Cllr. Jenkins will speak to Mr. A. Prigmore regarding the parking at Bridgend.
