CARLTON AND CHELLINGTON PARISH COUNCIL                               313

 

MINUTES of the meeting held 10th November 2008 at Carlton Village Hall – 7.30pm.

 

Present:  Cllr. D. Jenkins (Chairman) Cllrs. T. Coles, L. Dempsey, E. Devine, 

A. Geerts, J. Tusting, B. Cllr. Jim (V) Brandon.

 

In attendance:  Chris Willis (Emmaus), Stan Smith, Mr Dynes.

 

  1. Apologies for absence:  Cllr. R. Davis, L. Benson, PCSO Allan Taylor.
  2. Disclosure of interest:  None.
  3. Minutes of meeting held 13th October:  confirmed as a true record of the meeting.
  4. Emmaus report:  25 companions at present.  Incident in Harrold last week (matter being dealt with by the police).  Well attended recent fireworks display.  Invitation for the community to attend the Christmas events during December.
  5. Police report:  police report circulated to councillors.  Very low incidence of crime in the village at present.
  6. Matters arsing from October meeting:  refer to appendix (i) attached to these minutes.  Note the following:-  (1) Speeding/traffic calming – councillors supported Cllr. Jenkins letter of reply to Mr Chapman.  (4) War Memorial Monument  - Cllr Brandon to arrange another meeting.  (5) Bridgend ditch – Clerk to advise Cllr Brandon contact name of Internal Drainage Authority and Cllr Brandon to follow up.  (6) NHW – need to organise street coordinators.
  7. County Councillor’s report:  None.
  8. Borough Councillor’s report:  new Orange bins due to be delivered early December.
  9. Highways repairs:  meeting with Celia Sellers held 20th October – various areas of work now agreed and scheduled in for work during December/January.  Request to Celia to look at tree in the High Street and the entrance to the Allotments site.
  10. Neighbourhood Watch: Cllr Coles to liase with clerk, think about street coordinators.  Baptist Chapel Wall:  repairs required to brick wall section – clerk to obtain quotations from B.J. Wood and Standon – liase with Cllr. Benson.
  11. Finance report:  4 cheques presented for payment:  Warners (main cut) £211.50, Warners (playing field) £129.26, Carlton Village Hall £48.00,

Nina Bransgrove-Knight – October wages and expenses.

Balance in current account:  £7,843.55

Balance in Deposit account;  £18,084.38

  1. Planning applications:  08/02722/FUL – Laburnham House – single storey rear extension (no objections),

    08/02849/FUL and 08/02850/LBC – Fishers Farm, Edens Lane – change of use and alterations to barn to form a dwelling (no objections).

     

 

  1. Correspondence:  list had been circulated to all councillors prior to meeting.  Please refer to Appendix  (i) for actions.
  2. School Governor’s report:  None.
  3. Playing Field Report:  None.
  4. Village Hall Report:  None.
  5. Village Matters:  Check with Celia regarding the re-surfacing work on the pavements of The Causeway – difference between the main pavement areas and the crossovers.  Parking issues around the crossroads – advise police.  Small piece of grass near to the arches leading up to Harrold Bridge – Cllr Tusting to look into this problem of tidying up the area and report back.  Silver Birch tree not yet replaced outside the school entrance – Clerk to follow up.  Dog bins – need to decide location for a new one.
