CARLTON AND CHELLINGTON PARISH COUNCIL MINUTES of Annual General Meeting of the Parish Council held on Monday 12th May 2008 7.30pm in the Village Hall. Present: Cllr. L. Benson (Chair), Cllrs. D. Jenkins, T. Coles, L. Dempsey, E. Devine, A. Geerts, J. Tusting, B. Cllr. Jim (V) Brandon. In attendance: C. Cllr. Mrs P. Gershon, Helen Jago (Emmaus), Peter Planterose and 10 parishioners
2. Election of Chairman, Vice-Chairman for 2008/09 – Cllr. L. Benson was proposed as Chairman by Cllr. Tusting and seconded by Cllr. Jenkins. Cllr. D. Jenkins was proposed as Vice-Chairman by Cllr. Benson and seconded by Cllr. Geerts. There were no other nominations. Both councillors accepted their posts. Sub-committees confirmed as follows:-
All Councillors will be responsible for their reports at each Parish Council meeting.
Emmaus report – Helen Jago reported that they are working with the Police on certain issues at the moment. Various outside work at Turvey is currently being undertaken. Bistro extension is still ongoing work. Councillors requested a guided tour of Emmaus – Clerk to contact Helen to arrange a suitable date. The donation to Carlton School is in hand, the Trustees to confirm in the near future the exact amount to be given.
B. Cllr. report – Unitary still the main item – implementation meetings are ongoing at the moment.
C. Cllr report – Cllr. Benson welcomed Mrs Gershon back after her recent illness. B.C.C. are working with B.B.C. to impart their knowledge and services for the good of all.
Peter Planterose – Peter had been nominated as spokesperson at tonight’s meeting to discuss the speeding and traffic calming in the village of Carlton. He produced a detailed petition with over 250 signatures from residents who are concerned about the issues of speeding in the village. Areas of particular concern are The High Street, The Causeway, Bridgend and The Moor. He requests that action is taken by the Parish Council to contact the necessary authorities on the following points: (i) determine the costs and needs to implement the 30 m.p.h. speed limit in the aforementioned areas. (ii) possibility of 20 m.p.h. speed limits in certain areas. Peter had previously supplied the Council with various speeding material from several websites. It was pointed out that it is not just local traffic causing problems, much is regular Post Office vans, amenity vehicles, buses etc. Peter asked if more speed traps could be requested from the Police and the possibility of installing speed cameras. Cllr Benson thanked Peter for his presentation and the hard work he and his team had put in bringing these matters to the Parish Council’s attention.
Police report – Allan Taylor was not present, the police report will be discussed at point (11) Correspondence.
Public meeting closed at 8.10pm. Parish Council meeting reopened.
7.1 Resolved – Cllrs. Coles, Geeerts, Devine and Dempsey to form this committee. Village green grass cutting – first cut carried out by Warner’s. Billy to carry out future cuts/bramble clearing. Black/green refuge bins – order new ones for Billy. Speeding – the following areas to be investigated with Highways Department:- (i) extending the 30 m.p.h. speed limits at Pavenham Road and Bridgend areas. (ii) ‘SIDS’ – temporary signs – speeding. (iii) Chicanes – Causeway area (iv) Speed bumps (very small ones similar to outside SUS) (v) 20 m.p.h. limit within village areas. (vi) Request for Highways to attend next Parish Council meeting.
C.Cllr. Mrs Gershon left the meeting at 9.05pm. Cllr Benson thanked her for attending the meeting.
Finance report circulated to all councillors. Current Account: £7,155.86 Capital Reserve Account: £17,933,59.
Police report: circulated to councillors. 2 crimes in April (vehicle thefts). Crime Prevention tips will be in the next edition of ‘The Bridge’. Hoping to distribute the SNT Newsletter in the near future. Complaints from residents regarding empty beer cans around The Moor. Dog fouling still being reported by members of the public.
