Minutes of Meeting
Minutes of meeting for April 21st were agreed and signed as a true record.
1. Election of New Chairman and Vice Chairman
Cllr. Benson was nominated by Cllr. Chapman and second by Cllr. Goggins for position of Chairman. Cllr. Chapman was nominated by Cllr. Tusting and second by Cllr. Devine for position of Vice Chairman. Cllr. Chapman thanked the departing Chairman Cllr. Tusting on behalf of the Parish Council for all her hard work and leadership over the past year.
2. Highways
Raynesway advise they will be carrying out weed spraying on the footpaths during July 2004,on behalf of B.C.C.
B.C.C. advise there will be road closures for one week from May 31st for patching and one day between July 24th and August 13th for surface dressing.

3. Harold Division Community Liaison Forum
Cllr. Jenkins advised that SID is still available if the Parish Council wants to make use of it. He also recommended that an invitation be extended to Becca Friswell to attend a Parish Council meeting, to give a talk on the Bedfordshire Drugs and Alcohol Action Team. All councillors agreed and an invitation is to be extended to attend next months meeting.
4. Co-op Village Youth on to the Parish Council
Cllr. Jenkins suggested co-opting village youth so that they can put forward their ideas on what they want from the village. It was suggested that two or three youths would provide a balanced view of their needs. It has yet to be decided if they would need to attend the Parish Council meeting on a monthly basis or on a quarterly basis. Cllr. Jenkins will draft a letter which will be advertised on the notice boards, website and in The Bridge.
Cllr. Tusting advised that Emmaus have received a grant for a half pipe.
5. Possibility of Development outside village envelope
Cllr. Benson read letter received from B.B.C. regarding future development in Carlton. It advises that they have recently adopted a Local Plan that sets out the framework for development in the Borough to control the level of new developments in rural areas. It restricts new housing to suitable sites within the larger villages for which settlement policy area are defined. Development outside the settlement policy areas may be acceptable as an exception in the case of agriculture workers dwellings, replacement dwellings or to meet local needs. In view of the process so recently gone through to adopt the Local Plan it would not be appropriate for the Council to sanction development contrary to its policies. Therefore support cannot be given for the release for development of the sites mentioned by the Parish Council.
County Councillor’s Report

C.Cllr. Gershon requested the Clerk in her absence, to put to the Parish Council that the meeting be changed to the third Monday of every month, which would allow C. Cllr. Gershon and B.Cllr. Brandon a better opportunity to attend the meetings. All councillors voted for the meeting to remain on the second Monday of every month.

B.B.C. – Invitation to the Bogus Caller Awareness Seminar in the Council Chambers on June 7th. Declined.
Bedfordshire Police – The half pipe will be at Harrold Country Park for two weeks commencing Saturday 31st July.
B.R.C.C. – invitation to attend a workshop to give guidance to members on the Criminal Records Bureau on the 9th June and 10th July. Declined.
Community Fund – A letter from a registered charity who collects unwanted furniture and household goods. This is a free service and their poster will be displayed in the Post Office.
Aragon - Brochure regarding low cost housing
Valery’s School – Letter advising of 5 hour French courses that are available to adults and children. More details can be obtained from Valery Holcombe on 01234 766154.
B.B.C. – Introduction of new recycling scheme in October 2004. There will be a weekly collection of normal household waste and an alternating fortnightly collection of green (garden) waste and dry recyclables (orange sack).
Raynesway – roadside verges outside the 30 mph speed areas will have a full cut of the inside of bends and visibility splays only during the months of April and May. The first full cut will take place in June and a second cut between September and October. 150

B.B.C. – letter offering the provision of Payroll services to Town and Parish Councils.
The Boundary Committee –Letter advising that the objections to the review of Electoral arrangements in Bedfordshire have been noted and will be taken into account when formulating its draft recommendations.
B.C.C. – publication of Inspectors Report regarding Bedfordshire and Luton Minerals and Waste Local Plan.
Bedfordshire Police – Reply in answer to a question raised at the Great Barford meeting. The money generated from speeding fines goes straight to thee Magistrates Court’s office and into the Department for Constitutional Affairs (previously the Lord Chancellor’s Office), the money does not go to the local police authorities to go towards further speed reduction measures.
Zurich Municipal – Invitation to attend a seminar. Declined.
NALC – Employment update regarding changes to section 8 of the Asylum and Immigrations Act for employers.
B.B.C – Request for councillors to register membership of any charity or ‘other body directed to charitable purposes’.

Three cheques prepared for signature, Miss G Forde £218.50 for salary, Miss G Forde £51.40 for expenses, Mr Crammen £120.00 for handyman duties, Village Hall Hire £38.00, B.J. Wood £188.00 for fitting new seat, Carlton Swimming Pool Ass. £350.00 for equipment, Playing Field Committee £500.00 towards this years fete.

Planning
04/00887/FUL. Glenmore, 2 High Street, erection of one bedroom granny annexe. Objections raised were, the site is over developed, joint vehicular access and parking is unsuitable, the garden amenities for the proposed dwelling are too small, the dwelling would have an adverse impact on a conservation area and it would be detrimental to the setting and character of the adjacent grade 11 listed building.
04/00972/FUL. Baptist Church, conversion of the Baptist Church to form one four-bedroom dwelling. Objection raised regarding the grass verge being used for car parking spaces as it is unsafe and would set a president, recommended that a gate be widen to allow of road parking instead.
04/01131/FUL. 11 Beeby Way, erection of front canopy and single storey rear extension. No objections.
02/03072/FUL Lady’s Hanbury’s Settlement for Daniel’s Children, Letter from The Planning Inspectorate setting out reasons why the appeal has been dismissed.

The Annual General Meeting is taking place Wednesday 12th May. The Fete is scheduled for June 26th, and all help would be gratefully received.
Village Hall Report
Cllr. Tusting advised that with the £4,500.00 lottery grant and additional fund raising that the proposed work could go ahead.

General Village Matters
Cllr. Tusting advised that the hedge outside No. 77/79 The Moor is too high.
Some parishioners are unhappy that the grass at the Church has not been mowed. Cllr. Tusting advised the grass has been left untouched to allow the wild flowers to grow, however she will mow a pathway to allow people to walk through. The compost heap at the Church needs to be cleared out; Cllr. Chapman will purchase two Hippo bags to allow this to happen, also the ivy needs to be removed as well.
Cllr. Chapman advised that a petrol strimmer, mower, petrol can and weed sprayer are required for the handyman.
The soldiers on the high-level walkway to the Harrold Bridge are unstable. Cllr. Chapman will look into the matter.
