Cllr. Simpson declared interest in planning application 05/00697/FUL Carlton Playing Fields.

Minutes of Meeting

New Street Light

The new streetlight is working and is going off during the day.

Grass Cutting Quotes

Two quotes received, from Mr C Horne and Klean Well. The quote from Mr. C. Horne was accepted with instructions that the grass is not to be cut as short as in previous years.

Klean Well is to be asked to do three cuts in the Baptist Chapel in August, September and October. The grass is to be left to dry for two days before being gathered, this is to allow the seeds to drop.

Baptist Chapel

The shed and seat are ready to be placed but the slabs need to be laid first. The slabs and seat will be delivered on Thursday.

Affordable Housing

A progress report required from Mr. J. Bird with instructions for the survey to go ahead.

Sharnbrook Community Sports Centre - Invitation to visit the new Sharnbrook Community Sports Centre which was opened by Paula Radcliff in April

B.B.C. – Review of the Code of Conduct workshop taking place 19th May at 7.30pm at Centenary Hall, Bedford. Declined.

Bedfordshire Police – Letter of introduction from Roy Smith who has replaced Martin Anstee as Community Beat Manager for the area.

HDCLF – Minutes of the meeting for March 21st 2005, list of small grants.

Rural Affairs Committee - Minutes of the meeting for 21st April

Bedfordshire Police – The Skate Ramp will be sited at Harrold for two weeks commencing 30th July 2005.

B.B.C. – Requesting confirmation that the Village has a Parish Flood Response Plan. Not required.

B.C.C. – Letter advising that the recent survey completed by the Parish Council on the Harrold/Odell Country Park is to give the County Council feed back on how they are managing its sites.

Office of The Deputy Prime Minister – Letter to Sir A. Burt from the Minister of Housing & Planning regarding Section 106 agreements.

Sir. A. Burt – Update on issues raised at the January meeting.

Emmaus – Spring / Summer 2005 Newsletter and confirmation that the gang mower has been serviced and is ready for use.

B.B.C. – Local Councils are encouraged to put forward any issues / suggestion about how Local Councils are consulted prior to the Statement of Community Involvement document takes place.

B.C.C. – Highways maintenance partnership scheme 2005/6, Carlton £3,000.00

SLCC – Regional ‘One Day’ conference on 17th June. Declined.

Financial Report

Four cheques prepared for signature, Miss G Forde £218.50 for salary, Miss G Forde £51.25 for expenses, Mr Crammen £270.00 for handyman duties, Mr C Horne £472.35 for grass cutting.

Current Account balance £7947.48 and Capital Reserve Account balance £19557.54.

Show like for like budgeting lines next year.

 

Planning

05/01075/FUL, Fishers Farm –change of use and alterations to barn to form a dwelling.

05/00697/FUL, Carlton Playing Fields. Planning Permission granted.

Playing Fields Report

Cllr. Simpson advised that as planning permission was granted the grant for £5,000 has not been received. Next meeting is scheduled for May 11th.

The new seat for the playing field will soon be sited.

Village Hall Report

Cllr. Tusting advised that the new toilets are now in place and the painting will be started soon.

 

General Village Matters

Cllr.Chapman attended the general meeting for the Villager Minibus and advised that extra financial support is required. The Parish Council agreed to donate £200.00. Every driver over sixty five must now have a medical at a cost of £85.00. The standard fares are to rise by 5%, and the hiring of the minibus has dropped off in the last year. Income for 2004 was £1.932.00 whilst income for 2005 was £1.048.00.

Cllr.Goggins advised that the Bridgend sign has been removed over the weekend.
