MINUTES OF ANNUAL MEETING HELD 8th MAY, 2006.

Apologies for absence received from Cllrs. V.G. Brandon and R. Davis. Mrs. Jean Fox was unable to attend this evening and will now speak to councillors at June meeting.

Minutes of Meeting held 10th April were agreed and signed as correct.

MATTERS ARISING
Stagecoach - Reply from Nigel Hale, C.C. Transport Officer. Reason seems to be drivers taking the wrong route through Carlton. Stagecoach undertaking inspections to ensure correct route is adhered to. P.C. to place article in next Bridge, asking people to report any problems with the bus service.
Baptist Chapel Wall - Mr. Benson had spoken to Mr. Ingles who said he was happy for P.C. to own the wall, but we need it in writing. Woodfines - 13/4, confirming they will write to Mr. Ingles.
Stone Barn Lease - Woodfines, 13/4, stating their costs for drafting and completing Supplemental Deed would be somewhere in the region of £400. + V.A.T. Instruct them to go ahead as quickly as possible.
A.W.A. Drive - replied 18/4. They will remind drivers to close the gate, but pointed out that this is a shared gate, also used by the public. Clerk to write back and say the footpath is through the sheep field.
Handyman’s Wages - agreed it should be increased to minimum wage, £5.05. per hour.
Home Watch - discussed. Write to Karen Dathorne, is there anything else councillors can do to help find a village co-ordinator, we will do our best. Holding £255.57. funds in P.C. account.
Highways - Grass Cutting. Letter March clarified. Nothing has changed. Letter May - this years contribution from C.C. will be £642.10., cutting 10,540.65 m2, in accordance with schedule attached.

ELECTION OF CHAIRMAN Cllr. Les Benson tendered his resignation as Chairman, but 
Mr. G. Chapman nominated Mr. Benson to continue as Chairman for one more year, seconded by Mr. J. Goggins, and Mr. Benson agreed. 

ELECTION OF VICE CHAIRMAN Mr. J. Goggins nominated Cllr. G. Chapman to continue for another year, seconded by Mr. L. Benson, and Mr. Chapman agreed.

COMMUNITY EMERGENCY PLAN - agreed to form a sub-committee, initially Mrs. Tusting and Mr. Jenkins will study the paperwork.

HIGHWAY MAINTENANCE PARTNERSHIP 2006/7. It was understood that Long Stile footpath would be covered by two years awards, 2005/6 and 2006/7. Clerk to clarify with Mr. Prigmore.

COUNTY COUNCILLOR’S REPORT Mrs. Gershon said they received a lot of highway com-plaints at the open meeting. It was well attended but Amey, the road people, did not turn up. 

BOROUGH COUNCILLOR’S REPORT Business Rates amounting to £349,000. written off.
Stewartby Brickworks closing within two years, trying for diluted emissions.
Borough Council Election - 30% turnout - Conservatives 17, Liberal Democrats 15, Labour 12.

PLANNING APPLICATIONS

06/00958/FUL, 46, The Causeway, 2 Storey Side Extension. Differences of opinion. This is a huge extension on a house of character. Checked that there are no windows to overlook the school playing field. Agreed not to object.

06/00511/ADV, St. Mary’s Church, non-illuminated notice board, granted permission 20th April.

FINANCIAL REPORT
Cheques prepared for Mrs. Allsopp £295.18., Mr. Crammen £170.00., April and first week May, and Warner’s of Bedford £164.50. First half Precept £5,750. received. Bank balances £5,667.33. Current Account and £18,850.87. Capital Reserve. Letter from Lubbock Fine, 26/4, Annual Audit date is 30th June. Notice will be posted 15/5. We need to decide about internal auditor this year.

Childrens Playing Field Mr. Benson, Mr. Goggins and Mrs. Simpson elected to continue 
PLAYING FIELD REPORT A.G.M. this week. Proceeding with Summer Fete in June. Emmaus are holding two fetes, 27th May and August Bank Holiday. They are not keeping P.C. informed.

SCHOOL GOVERNORS REPORT Mrs. Simpson said there was an open meeting at Sharnbrook in April. Parents were informed of the possibility of converting to a two tier system. Another meeting to discuss proposal that Sharnbrook breaks away from the rest of Bedfordshire, becoming a Federation.
Collecting evidence from governors, teachers, parents. Federation would mean giving power to the overall Head and they would decide on the curriculum. Bedfordshire County Council decision in July.

GENERAL VILLAGE MATTERS 
Festival of Britain sign, clerk to ask Brian Knight, Knight Securities, Rushden, to quote to restore same.
Clerk’s position to be included on agenda for next meeting.
Cllr. Jenkins suggested that Parish Council correspondence could be dealt with in a different manner.

There being no further business the meeting closed at 9.10. p.m.
