CARLTON AND CHELLINGTON PARISH COUNCIL                             296

 

MINUTES OF MEETING HELD MONDAY 10th MARCH 2008 at Carlton Village Hall – 7.30pm.

 

Present:  Cllr.L Benson (Chairman), Cllrs. D. Jenkins, Jane Tusting, T. Coles,

L. Dempsey, E. Devine, B. Cllr. Jim (V) Brandon.

 

In attendance:  Mike Barker (Emmaus), PCSO Allan Taylor, James Bayliss (Harrold Fire Station).

 

1.      Apologies for absence: Cllr. R Davis, Cllr. A Geerts

 

2.      Disclosure of interest: None.

 

3.      Confirmation of Minutes from meeting held 11th February 2008 confirmed as a true record of the meeting.

 

4.      7.35pm – close Parish Council meeting – open public meeting.

Emmaus – Mike Barker reported no problems at present.

Police report  - PCSO Allan Taylor circulated his most recent report and high lighted two recent incidents.  (i) The Causeway mesh fence damage  (ii) recent problem at Emmaus – offender has been arrested.

The ‘School run’ has been observed on several occasions to check on the car parking situation – Allan will send a letter into the School.  Parking on The Moor area is very dangerous at times, Allan will observe and contact persistent offenders.  Parking outside The Royal Oak PH is often a problem, Allan to talk to the landlord.  Allan has been asked to attend as a guest speaker at the A.P.M. on Monday 7th April, which he is happy to do.

James Bayliss (Harrold Fire Station) – spoke about the new initiative to obtain new recruitments for the retained fire fighters at Harrold Fire Station.  There is a strong possibility that a new Fire Cadets scheme will commence later on this year for 14-18year olds at Harrold Station.  Letters will go out to Sharnbrook Upper School explaining all details to the teenagers.  James welcomes the support of the Parish Council in this new venture.

            County Councillor’s report – none.

            Borough Councillor’s report  - unitary status for B.B.C. – the judicial report

            will be heard this week.  Brief list of possible Bedfordshire sites regarding

           training facilities which could be used for the 2012 Olympic Games (i.e.

           Bedford Athletics Stadium, Bedford Modern School).

 

          Cllr. Benson has asked Stan Smith not to speak about the War memorial at this

           meeting.

 

           8pm closed public meeting.  Re-open Parish Council meeting.

 

5.      Matters arising from February meeting – No Cold Calling – councillors

voted – 5 to 1 in favour of new NCC road signs in the village, but only on the approach roads.  This will be for a 12 month trial period, more information

           available at A.P.M. 7th April, for parishioners.

           War Memorial – Cllr Benson proposed that this subject is discussed with the

           parishioners at the A.P.M. 7th April- all councillors unanimously agreed.  It is

           hoped that every organisation within the village can be involved with this

           project.

           Flood signs – clerk reported that Highways intend to keep the existing flood

           signs in situ, councillors suggested that maybe a lock could be fitted on the

           signs.

 

      6. Highways – maintenance – Billy, the village handyman is currently ill and

    unable to carry out his normal duties.  Green litter bins should be emptied

    weekly by DSD, Clerk to follow this up.

  

7.       Finance Report.

Three cheques drawn for signature:-  Glasdon - £71.51 (new litter bin and tools),  Beds. Police - £495.00 (PCSO Jan. – March), N. Bransgrove-Knight (salary and expenses).

Finance report circulated to all councillors.

Current A/C- £1,556.22    Capital reserve A/C - £18,827.85

Donation from Emmaus (amount to be confirmed) Cllr. Benson asked for suggested organisation to receive this money.

7 (1) resolved unanimously that Carlton Lower School should receive this for new library books.  Advise Helen Jago at Emmaus and Sue Burt (Head Teacher).

 

8.      Planning applications – 08/00364/FUL – Rosewayne, 51 The  Moor, Carlton –

one & two storey side/rear extensions.  New conservatory to rear.  No planning objections, but comments to B.B.C. regarding the size of the extension and to ask why this is not a listed property.

 

9.      Correspondence – list circulated to all councillors prior to meeting.

BATPC – invitation to Annual meeting .  No.

BBC – Public Consultation on Local Requirements – clerk to obtain copy.

BBC – information on E. of England Reg. Spatial Strategy  (RSS14).

BBC – invitation 17th April - African Caribbean Evening.

BRCC – Calor Beds Village of the Year Competition.  Entries in by 4th April.

BBC – Bulky Waste schedules – 10th/11 May 2008 – notice boards.

A.    Burt – letter regarding P.O. closures.  Request help from MP in this matter.

BBC – Allocations & Designations Dev. Plan Doc. – information.

BCC – Enhanced Parish Partnership Scheme 2008/09 – allocation to C & C is £7,000.  Closing date for requirements is 1st June 2008.

BCC – Urban Grass Cutting Agreement 2008 – agreed.

BATPC – copies of ‘The Bugle’ circulated.

Spire Homes – letter regarding potential affordable housing.

Pride in Bedford Award – nominations required – Cllr. Jenkins has someone he would like to nominate, he will confirm details to clerk.

10.  School Governor’s report – Ofsted inspection carried out in the last two weeks.  New extension work to commence shortly (library).

 

11.  Playing Field report – Parish Council confirmed that £1,500. will be put in

       Reserves for the Playing Field for 2008/09. 

       New football nets have been purchased and will be erected very soon. 

       Cllr. Devine will ask Emma about the potential cost of new goal posts.

       Summer Fete – Saturday 21st June 2008.  Helpers needed please.

           Insurance cover – clerk to contact Zurich for quote and advise.

   

12.   Village hall report – none.

 

13.  Village matters – none.

 

14.  Date of next meeting – MONDAY 7th APRIL.

 

6.30pm Parish Council meeting.

 

8pm  ANNUAL PARISH MEETING

 

(Both meetings in the Main Village Hall).

 

Guest Speakers at the A.P.M. will be PCSO Allan Taylor and Julia Makie (Rural Housing Trust).
