MINUTES OF MEETING HELD 12TH MARCH 2007

The meeting started at 7.30 p.m.

 

  1. APOLOGIES FOR ABSENCE – received from B.Cllr V.Brandon and Cllr J Goggins.

 

  1. DISCLOSURE OF INTEREST – None.

 

  1. MINUTES of meeting held 12th February 2007 – B.Cllr Brandon stated that point 16 ‘General Village matters’ should read “B.Cllr V Brandon mentioned Mr Stiles funeral to be held 13/02/07”, and not Cllr Benson. To be ammended. The minutes were then agreed and signed.

 

  1. REPORT FROM EMMAUS – Mike O’Meara stated that the Community is incident free at the moment. There is a new ongoing project in progress. An Easter Fair will be held on Easter Saturday (7th April) – any group who wishes to have a stall should contact him. He left the meeting at 7.40 p.m.

 

  1. MATTERS ARISING FROM FEBRUARY MEETING:-

 

Rural Housing Trust – Copies of the report were circulated to all Parish Councillors. Mrs Allsopp stated that the numbers on the report were incorrect. There are no Brownies /Cubs operating within the village. Parish Council need to identify which sites in the village would be suitable for subsidised housing (possible sites; Causeway allotment, Moor allotment, Bill Eden’s field, front of Trevor Tongue’s field – the last two areas are designate open views).

Action – Clerk to organise a meeting with the Trust with Cllrs. Benson, Chapman and Tusting.

Baptist Chapel Graveyard – two quotes from Stanmac Builders:-

1.      Quote No. 2086 – pointing back of front wall - £580.00

2.      Quote No. 2091 – pointing up side brick wall - £420.00

 It was proposed by Cllr. Tusting and seconded by Cllr. Chapman to accept both quotes – monies used will be taken from the Baptist Chapel fund and reserves.

 Beds C.C. Mineral Extraction – Clerk stated that she had been in contact with Andrew Brown who was organising the ‘drop-in ‘ sessions and that there would be an exhibition at Carlton Village Hall – 4th or 5th April – still to be confirmed.

 

  1. HIGHWAYS MAINTENANCE PARTNERSHIP – Inspection of ‘The Gannick’ – Celia Sellers/L Benson yet to agree a site visit. Grant money will be held until site visit/confirmation of works to be carried out.

 

  1. C.Councillor’s Question/Answer session – C.Cllr. Gershon stated the main issue at the moment concerns Unitary status.

 

  1. B. Councillor’s Report – None, Cllr. Brandon not present.

 

  1. SCHOOL GOVERNOR’S REPORT – interviews for new class teacher taking place in March. New Headteacher to start in September.

 

  1. CORRESPONDENCE.

 

  • Pride in Bedford Com. Awards – Nominations for local village people. Cllr Tusting to action.

  • B.B.C.- letter 22/01.07 Victoria Farm, 12 The Moor – No action yet on any building works for this area from the applicants.

  • Standards Committee report (for 29/01/07 ) Received 17/02/07

  • B.B.C. 18/02/07 - Annual Statement of Accounts

  • B.B.C. – letter 21/02/07 Rural Bulky Waste – notification of next collection service -19th and 20th May.

  • B.B.C. – letter 21/02/07 Rural Grant – approval of £1,000 towards conversion of old oil tank at Carlton Village Hall. A plaque will be required.

  • MHB Services – letter 26/02/07 Offer to tender for maintenance of street lighting.

  • Beds & Luton Fire Service – 05/03/07 Risk Management Report 2007/08

  • B.B.C. letter 05/03/07 Rural grants, needing confirmation that Parish Council does not hold any monies granted, previous to October 2004.

  • B.B.C. letter 09/03/07 Comments required on the publication of Annual Report and Summery Financial Information.

  • CPRE – letter 12/03/07 lapsed membership.

 

 11. PLANNING

 Application No: 07/00629/FUL 5 Pavenham Road , Carlton (Single storey Rear extension).

 No objections from Parish Council. Note this was the second time an application has been put to the Planning department – the first application no: 06/03/55/FUL having been refused by Beds. B.C.

 

 12. FINANCIAL REPORT.

 Three cheques have been drawn for signature, Mrs. Allsopp £35.50., Mrs N Bransgrove-Knight £220.50., and Sharnbrook Upper School £200 as agreed last month. No time sheet received from Billy for February.

 C.P.R.E. subscription lapsed in February, agreed to renew same, £27.00.

 Bank balances are, Current account - £2,004.79 and Capital Reserve £18,561.37., total £20,566.16. Any excess cost of the further pointing work to the Baptist Burial Ground walls £580.00 and £420.00 over and above the annual maintenance money to be funded from The Gannick

 Reserves.

 13. PLAYING FIELD REPORT.

 No meeting has been held since the last P.C. meeting in February. At the next playing field meeting matters concerning finances to be discussed.

 

14.    VILLAGE HALL REPORT. Cllr. Tusting informed the P.C. that a new carpet had been laid. Outside area to be painted in the near future.

 

 

15.    GENERAL VILLAGE MATTERS.

‘For Sale ’ sign outside Baptist Chapel very low – Clerk to contact Estate Agents.

Podington Airfield – Cllr. Tusting asked Clerk to write letter to Beds. B.C. RE: 05/2589/FUL Erection of 9 wind turbines to Airfield farm, Podington.

 Carlton/Harrold Bridge – traffic lights getting stuck – Clerk to contact  HighwaysDepartment.

 Clerk’s Course – all agreed to send Clerk on next Local Council Core

 Skills Course. Apply for bursary. Fee to be shared with Harrold P.C.

 June Parish Council meeting – propose meeting to be held at the Chellington Centre – Clerk to book this.

 16. DATE OF NEXT MEETING.

 No meeting on 9th April – Easter Bank Holiday.

 Annual Parish Meeting – 26th April in the main hall. Start at 8.00pm

 There will be a Parish Council meeting beforehand – Start at 7.00pm

 

There being no further business, the meeting closed at 8.55 pm .
