Emmaus Progress Update The update from Mr. Creasey has been postponed until the next monthly meeting. However he is willing to attend every second meeting to give ongoing progress update. Emmaus are in the process of receiving a £65,000.00 grant to drain the field. Their plan is to have two football fields and a cricket ground. The last quote for repair of the Gang Mower was in the year 2000, so therefore will be out of date. It was established that Emmaus could have free loan of the Gang Mower but must maintain/service it. Handyman Duties Cllr. Chapman said the Mr Crammen has made a huge difference to the village, and it was agreed that he might have to do extra hours (10hrs) per week. The hedge at the back of the Council houses needs cutting, although this may not be the responsibility of the Parish Council but will continue to cut it.
All agreed that £1,000.00 is acceptable to spend on equipment. However, the equipment needs to be signed for and included in the insurance. Also, the equipment should be marked with Carlton & Chellington Parish Council. P3 Funding There was a letter from Ivel & Ouse Countryside Project advising that there is funding available for projects, equipment, tools, training, leaflets and notice boards. Cllr. Tusting advised that this would only be available if the Parish Council were prepared to take on the maintenance of some of the footpaths within the village boundary, as footpaths outside the village boundary are the responsibility of the County Council. Cllr. Benson and Cllr. Chapman will view village maps and decide which paths the Parish Council can maintain. The Baptist Church Cllr. Tusting advised, Mr. Camont said the Burial ground in its current state is a very nice resource for wild flowers and has some rare grasses. He advised not to add more wild flowers except maybe cowslips; the odd tree and rose bush could be trimmed. He advised just one cut of the grass in August and twice in Autumn. It would be acceptable to cut a clear path to allow access for visitors to the Burial ground. It was suggested that a notice board be installed in the Burial ground with a list of all the wild flowers and plants growing there. There is compost available for anyone who wants it at the Burial ground. Cllr. Tusting advised that the new owners of the Baptist Church have donated a pew for the Burial ground. Cllr. Chapman believes that the Burial ground looks a mess and also drew attention to the fact that the stonewall between the Burial ground and The Fox Pub and the front wall needs attention. It needs to be repaired in the traditional way with lime and not cement. County Councillor’s Report C.Cllr. Gershon highlighted the dangers of speeding towards Harrold Bridge and has written to County Hall regarding this matter. She has requested that the Parish Council to support her in the fit to get the speed limit reduced. Cllr. Tusting highlighted that Harrold Bridge is a walking and driving bridge like Radwell Bridge, yet Radwell Bridge has got a speeding restriction. Cllr. Jenkins advised that the HLFG could explore getting a grant to erect a wooden bridge between Carlton and Harrold for pedestrians. Borough Councillor’s Report Cllr. Brandon advised that there is a hung council after the recent elections, and that Labour seats have increased by three. He advised that Riverside market is being developed and there are plans for an additional one/two bridges across the river, one of which will be for drivers.
School Governor’s Report Cllr. Simpson advised that OFSED would be attending the school this Autumn. Also there are eighteen children moving up to Harrold Middle School this year.
Correspondence Letter received from Mr Hughes, The Moor regarding overgrown branches and grass in front of the allotments need cutting. Mr Crammen has already attended to this. Bedfordshire & Luton Casualty Reduction Partnership – The Speed Limit Awareness Campaign are committed to reducing the number of people being killed or seriously injured on the roads by 40% by the year 2010. B.B.C.– Guidance notes for Parish councillors on Registering Interest. A copy has been issued to each councillor. B.C.C. – Confirmation of grass cutting contribution for 2004/5 will be £574.74. The Village Community Minibus – Minutes of the General Meeting of 5thApril 2004. Request for a donation for the coming year. Sharnbrook Upper School – Sharnbrook newsletter and an invitation to attend the school Tuesday July 13that 19.00pm. B.R.C.C.– Invitation to the Annual General Meeting on 14thJuly. Declined. B.P.F.A. – Invitation to attend Play Area Management Seminar on 26thJune. Declined. Bedford Corn Exchange- Invitation to attend an audience with Ann Widdecombe on June 24th.Declined. Licenza Ltd. – Application for transfer of names for the premises of The Royal Oak Public House to Polly Katherine Bryony Goldsmith and Felix Thompson. Bedford River Festival– Invitation to get involved in the Bedford River Festival, cost £330.00.Declined. HLFG – Agenda for 9THJune. B.C.C. – Advertising National Glass Recycling Week 2004 taking place between 14th-20thJune. Questions rose as to why there is not a bottle bank at Emmaus, this is due to it being a private enterprise. A request of a Bottle Bank for the Parish Council to be located at Emmaus to be submitted, as the Bottle Bank at Clapham has been removed and the one Harrold is always over flowing. Financial Report Three cheques prepared for signature, Miss G Forde £218.50 for salary, Miss G Forde £36.66 for expenses, Mr Crammen £197.50 for handyman duties, Mr Chapman £282.96 for equipment for handyman. Mr C. Horne £653.30 for grass cutting, KB Media £94.00 website charges, BPFA £20.00 annual fee, Mr Wilkinson £15.75 for distribution of leaflets. Balances are current acc. £4096.66 and capital reserve acc. £22,105.42.

Tusting advised that the next meeting is taking place on 1stJuly. General Village Matters Cllr. Davies advised that a local property was burglarised for the second time that afternoon. Cllr. Brandon asked if there was a need for a meeting in August, as many other Parishes’ don’t. This will be an item on the agenda for the next meeting.
