CARLTON AND CHELLINGTON PARISH COUNCIL
MINUTES of MEETING held 10th JULY, 2006, at THE CHELLINGTON CENTRE.

Minutes of Meeting held 12th June were agreed and signed as correct.
Matters Arising
Stone Barn Lease Chris Horne agreed terms of extended Lease.
Festival of Britain Sign Estimate from Knight Security Service, £250.00. to restore sign. Agreed to ask Mr. Knight to go ahead but 1. do not paint the concrete posts and 2. the sign is cream colour. To be restored to its original looks.
Local Authority Byelaws Mrs. Simpson explained, some byelaws being phased out and replaced
with legislation.
Resurfacing and Grit Reply from B.C.C., Graeme Symonds, Watchman in Chief, 21/6, explaining the 4 stages of surface dressing. 20 mph speed limit and warning signs are left in place to protect the public and the newly surfaced carriageway while the treatment settles and beds in. Mrs. Tusting will pursue.
Vandalised Village Gate and Damaged Bridgend Sign. Still in hand.
Fete Mr.Benson congratulated the Playing Field Committee, it was a great afternoon. Insurance arranged with Zurich and required questionnaire duly completed by Mrs. Simpson on behalf of P.C.
Orbit Housing Assoc. shared ownership property in Stevington. One local contact, not interested,
offered to Borough Council but their time is up. The next stage will be to put it on the open market.
Rural Housing Trust - Housing Survey Discussed and it was agreed to proceed with an housing survey. Inform Mrs. Fox accordingly, total of 360 forms, allowing for people now living outside the village. Check with The Bridge magazine that they will deliver the forms.
Baptist Chapel Burial Ground Walls now completed, it all looks very handsome. Extra costs incurred were £470.00. Thank Mr. Stanton accordingly. Reference the boundary wall with the Chapel, no response as yet from solicitors to our June letter.
Mr. Benson suggested forming a sub-committee from the P.C. for management of the burial ground.
State of the grass discussed, not environmentally friendly to mow it, should arrange to cut it at the right times in future. Maybe a sign on the notice board so that people know why the grass is long.
Community Emergency Plan Still in hand, bring forward August meeting.
No County Councillor’s Report
Borough Councillor’s Q. & A. Mr. Brandon said some of the village complained about the non-existence of play schemes. Another £20,000. being injected into the scheme so it should survive and Mr. Brandon will follow this up. Alan Harris, Director of Finance & Resources, has retired and Philip Simpkins is taking his place. Town Centre development on the move, plans are done but not applied for planning permission as yet. Wind Farms - should be up to planning committee reasonably shortly, probably held in the Corn Exchange. Podington maybe first.
School Governor’s Report Waiting to hear decision regarding Bedfordshire three tier/two tier education policy. Majority opinion , parents are happy with it as it is. Carlton could be under threat.

No Planning Applications
Financial Report Five cheques prepared for signature - Mrs. Allsopp £225.87., Stanmac £2,450.00. for
walls, Warner’s £164.50. one grass cut, B.J. Wood £35.25. repair guttering on barn, and Mr. Crammen
£141.40. for June hours. Bank balances, current account £761.19., capital reserve £20,350.87. Mr.
Bellamy carried out the internal audit, for the year 2005/6. Write and thank him. Warners had reported problems with the grass-cutting at Bridgend up to the steps, they had not allowed for it in their quotation. They will be writing to P.C. Ask Warners not to cut the grass so short.
Playing Field Report Mrs. Simpson reported the Fete made approx. £1,200. The Chairman thanked Emma for all the hard work, without her there would not be a Fete, and thanks to Sara Tusting for the fantastic job on the teas. Still finding out about levelling the playing field, could the award money be used for this ? Clerk to write to planning department, at what stage do we receive the money ?
Village Hall Committee Nothing to report.
General Village Matters
Cllr. Goggins reported more problems at The Fox Inn with Emmaus companions’ drunkenness tonight and concerned because he has left his daughter serving in the bar. There were problems end June and 4th July. Clerk to ask Mike O’Meara to attend August Council.
Daisy Bank Picnic Site - caravan parked there - inform B.C.C., Operations Group.
Water main leaking The Causeway for five days has now been repaired. The leak at Bridgend which was repaired some months ago is leaking again through the road surface. Inform A.W.A.
Street Close - the road is breaking up, no point in patching it, inform Highways Department.
Salt Bin required to be moved - remind B.C.C. Highways we wrote to them 14th December.
Stagecoach - a new bus timetable is being issued 24th July, some changes.
There being no further business, meeting closed at 9.30. p.m. followed by a tour of the Chellington Centre.
