MINUTES OF MEETING HELD 9th  JANUARY, 2006.

Minutes of Meeting  held 12th December were agreed and signed as correct.                                                                                                                                                          

MATTERS ARISING

 

Baptist Chapel.    Reply from B.B.C. Planning  stating that B.C.C. as Highway Authority required that three spaces be provided.   Clerk to write back, can we meet someone on site.   Ask about surface of lay-by, tarmac or gridded grass ?   Where will it start and finish ?   Dimensions and gradients.    Mention problems with contractors’ vehicles and drivers exiting the Fox Inn car park, also school bus stop.

Grass-cutting.   No response as yet from 3 contractors.

Rural Grants.   H.D.C.L.F. - Village Hall applied in respect of notice board.  B.B.C.- still to be actioned.

Home Watch.   Karen Dathorne, Greyfriars Police Station, will be placing an article in The Bridge with a view to holding a meeting in February.

Community Policeman.   Following reports of vandalism, Rob Smith has been in the village and will be visiting Em maus.   Ask Mr. Creasey to attend February P.C. meeting.   Regarding rumours of drug use in the Church car park, could instal a personnel light in the corner.

Salt Bins.   No response from B.C.C. as yet.

 

AFFORDABLE HOUSING.   Clerk to respond to B.C.C. letter 2/12, ask about the other sites.  

Discussed the Affordable Houses Co. Ltd. and dedided not to pursue the matter with them and clerk to write accordingly.    Mrs. Tusting  has been in touch with the Rural Housing Trust and asked them what their relationship is with Bedfordshire and if there is anyone else providing this service in Bedfordshire.

Mrs. Simpson mentioned scenario if we had to enter into a contract involving solicitors it could cost P.C. money.   Shared ownership is under threat from the Government, make it so that people can increase their equity until they own the property.

 

NO COUNTY COUNCILLOR’S OR BOROUGH COUNCILLOR’S REPORTS.

 

SCHOOL GOVERNORS’ REPORT.   8 new children this term bring the number to 74.

 

CORRESPONDENCE

                                                             

Chellington Centre.   Letters from John Tusting , 20/12, and David Green, 21/12, thanking P.C. for the  Rural Grant of £2,000. towards cost of bunk beds, and updating  councillors about the Centre.

Green Thumb Lawn Treatment Service, 13/12, enquiring about The Bridge Magazine.

Sharnbrook Upper School, 12/12.   They have extended the school day to provide extra teaching for post sixteen students, thus requiring additional transport at a cost to the school of £40,000. p.a.

If there is a group of children in Carlton who wish to take part, P.C. would be happy to support them.

Agreed to include £200. in  budget.

B.A.T.P.C., 9/12, notice ref. affiliation fees £130. due 1st April.   Buckingham Palace Garden Party,

July, nomination - agreed to put forward Graham Chapman in recognition of service to community.

PLANNING APPLICATIONS

 

05/03234/FUL, Victoria Farm, erection of 3 houses, 2 flats, conversion of stone barn to parking, etc.

Demolition of agricultural barn.   Discussed.   This appears to be the same as appl. 05/00939/FUL

withdrawn 28/6.   P.C. did not have a problem with application, good idea to have some smaller houses in the village, welcome it as improving the housing stock.   Clerk to reply accordingly.

 

05/01075/FUL, Fishers Farm, Change of Use and Alterations to Barn to form Dwelling, refused permission  21/6.   Appeal has been made to Secretary of State.   Discussed.   As Parish Council did not respond  last year, planners would like comments now.   It was agreed there were no objections to converting an old barn into a dwelling, although it is miles outside the village, better than a heap of stones.          It was pointed out to Councillors - “Do we want development outside the envelope ?

 

Planning Permission granted to Em maus, 05/02755/FUL, External Alterations.

                                                        19, Beeby Way, 05/02884/FUL, Rear Conservatory

                                                         Bridgend Barn, 05/02904/FUL, s/s. link Dwelling/Garage.

 

Comments had been received about an huge wooden shed erected in the garden of 79, The Causeway.   Clerk to write to planning department to clarify situation regarding  building of sheds.

                                                      

 FINANCIAL REPORT.   Three cheques prepared for signature,  Mrs. Allsopp  £218.82., (which includes £25.84. for ink cartridge), Chris Horne Gardens £457.08.  for October cuts and strimming FP1.

Rawlinson Pryde & Partners have charged £100. + V.A.T.  for the internal audit, 2004/5 accounts.

V.AT. for the same year received, £909.47.   Bank Balances £2,155.22. Current and £20,651.82. Cap.R.

Decided against renewing subs for Society of Local Council Clerks.   Mrs. Allsopp mentioned problems with Nat West - they still have not changed the particulars on the accounts.    Has not received Billy’s

hours for December yet.

 

PRECEPT 2006/2007.   Agreed Budget as presented by clerk, with the addition of £200. for transport.

Precept to be requested £11,500.   The Parish Council’s reserved funds were discussed at length and the following agreed :-

 

Village Hall balance £957.13.      £1,000. included in Budget for 2006/7.

Grace Baptist Burial Ground balance £3,925. being used  @ £500. per year as originally intended.

The Gannick, £2,000.   It was proposed that these reserves should be used towards improvements to Long Stile footpath which B.C.C. are undertaking under Highways Maintenance Partnership, in order to speed up the work.   Clerk to write to Mr. Prigmore accordingly.                         

Street Light Fund balance £2,070.50.   Leave this as reserves.   It was agreed not to instal a new street light down The Causeway at this time.

Notice Board Fund, £1,500.   It was agreed not to spend this amount on new boards.   Any balance will be used to restore the stone wall outside the Grace Baptist Burial Ground.

 

PLAYING FIELD REPORT     Meeting on Wednesday.

 

VILLAGE HALL REPORT -  nothing to report.

 

VILLAGE MAINTENANCE MATTERS  

Cllr. Jenkins mentioned St. Mary’s Church had asked for space on our website, 6/7 pages.   Plenty of space available for any other organisations.

Water Main outside Peartree Cottage, The Causeway, - lid off.   Write to A.W.A.

30 M.P.H. signs , Carlton Road, have been rotated.   Water gauge by Harrold Bridge removed and a sign knocked over.   Clerk to inform Celia Sellars.

Telephone “box” Street Close knocked over by bin lorry - advise B.T.
