CARLTON & CHELLINGTON PARISH COUNCIL 319

Minutes of the meeting held 9th February 2009 at Carlton Village Hall – 7.30pm

Present: Cllr. D. Jenkins (Chairman) Cllrs. T. Coles, L. Dempsey, E. Devine, A. Geerts, Jane Tusting.

In attendance: Helen Jago (Emmaus)

1. Apologies for absence: Cllrs. L. Benson, Jim Brandon, R. Davis

2. Disclosure of interest: None.

3. Minutes of meeting held 12th January: confirmed and signed off as a true record of this meeting.

4. Emmaus report: Emmaus are full at the moment (29 companions). Very good level of commitment. Bistro improvements should be completed by end May 2009, an opening date will be announced in due course. There are proposed plans for Emmaus to host the 60th Anniversary of the Emmaus group and a Music/Arts Festival – both dates still to be decided. Helen Jago has agreed to Emmaus becoming NHW Street coordinator for High Elms – Cllr Coles will liaise with her. TC

5. Police report: no report presented by the police and no police presence at this meeting.

6. Matters arising from January meeting: (1) Highways – Bridgend ditch/railings – still awaiting site meeting and progress report from Celia Sellers. (2) Speed gun – part share the purchase of a new speed gun with Wymington P.C. – agreed in principle, still awaiting final costing figures. (3)Fly tipping on village green – DSD advised, say that it is P.C. responsibility as on P.C. land. (4) Carlton Lower School – hedging plants – all ordered and Cllr Tusting to collect from Clophill depot. (5) Highways – water leak at crossroads – clerk to chase up Anglian Water/Highways as there is still a problem at this location. (6) Village handyman – only one applicant so far. (7) NHW meeting held 22nd January – approx. 40 people attended meeting. Still have roads not covered by coordinators. TC to look in to recruiting more coordinators. (8) Harrold Liaison meeting, held 19th January – Cllr Jenkins attended. County Councillor Phyllis Gershon was fondly remembered. (9) Litter bins around the village – DSD have ben asked to ensure all bins are regularly emptied.

7. Borough Councillor’s report: not present.

8. Highways – repairs: Problem areas – Corner of The Causeway/Pavenham Road, Rectory Close (RHS corner at entrance of Close), Street Close (general road repairs), Carlton crossroads (still a problem with water leakage), and The Causeway (H.P.P.) pavements from crossroads towards Turvey – find out when this work will be completed. 9. Village Handyman: only one applicant to date. Closing date is 13th February. Interview to be arranged. Dog issues: Move dog bin from the Gannick to The Causeway. Include dog issues in the next edition of the Bridge. DJ.TC Put a sign on the litter bin at Bridgend to indicate it is a litter bin, not dog bin. (Clerk)

10. Neighbourhood Watch report: Need coordinators for lower end of The Causeway, Rectory Close, High Street (part), Manor Close. TC Susan Owen has agreed to become Deputy Streets Coordinator.

11. Youth: We will subsidise a return taxi service from Bedford on a Saturday evening (part fund with Harrold P.C.) to provide a taxi (similar to the Home Hoppa service which does not run a late night service). We shall use AGS taxis from Bedford to commence end march /beginning of April. The service will run for a trial period of 6 weeks – charge to teenagers (age16 plus) will be £3. per head. Greyfriars area back to Carlton and Harrold. Liaise with Harrold P.C. Advertise in the Bridge, SUS Sixth form, Post Office and notice boards around the village. Clerk

12. Finance report: One cheque drawn for payment – Mrs N Bransgrove-Knight (January salary and expenses). Current account - £1,758.17. Deposit account - £23,084.38. Quotation presented from BJ Woods & Partners for repairs to Chapel graveyard walls and fence - £1,075.00 + VAT. (note: Stanmac unable to provide a quotation) 12 (i) resolved to accept the quotation from BJ Wood & Partners and ask then to liaise with Cllr Benson at their earliest convenience. LB

13. Planning applications – 09/0007/FUL – Laburnam House, 27 Bridgend – erection of detached dwelling and garage. No objections from the parish council. 09/00137/MAF – Nun Wood, Harrold – erection of 6 no. 125m wind turbines as part of a 12 wind turbine site. Objections from the parish council similar reasons as in previous application for this site. Letter to be sent to B.B.C. Planning for the attention of Mr W Campbell.

14. Correspondence: list circulated to parish councillors – see appendix (i) attached to these minutes.

15. School Governor’s report: none.

16. Playing Field report: swings have been mended. A weekly check will be made on the playing field and equipment. Rubbish bin needs to be regularly emptied.

17. Village hall report: a new window has been put in. New carpet and curtains to be put in very soon.

18. Village matters: noted that more hedging plants have been planted in The Moor on Highways owned land – check that a licence has been applied for. Bus Stop/shelter area is very untidy and there have been reports of miss use of the shelter – put this on the agenda for March meeting. Gritting – write to County Council regarding the bad state of regular gritting on village roads. Senior citizens lunch this Saturday (14th February) Cllr Geerts said all are welcome from the parish council to help out if they can.

19. Date of next meeting: Monday 9th March 2009 – 7.30pm

Proposed date of A.P.M. – mid April. To be confirmed a.s.a.p. Clerk to contact Police and another possible ‘speaker’ to attend the A.P.M.
