Disclosure of Interest None. Minutes of Meeting Minutes of meeting for January 9thwere agreed and signed as a true record. 1. Highways Maintenance Partnership Chairman read letter from B.C.C. advising that they have had to make a budget reduction of within the last six months of this year, due to an over spend within Social & Community Care. This means any agreed work that has not been started has been deferred until 2004/5. However there is no new allocation of money for 2004/5. Therefore Councils who have spent their allocation this financial year will not be eligible again until the financial year2005/6. As Carlton & Chellington Parish Council have spent their allocation of £5,500 to reconstruct the footway to the Church on Turvey Road, there will be no more funds until next year. Cllr. Devine has already spoken to Mr A Prigmore regarding this issue and was advised that this may be reviewed in a couple of months. Clerk is to check minutes of meetings for last year to verify the amount allocation last year. 2. Stagecoach No response received from the posters displayed around the village encouraging parishioners to advise the Parish Council of any problems experienced. The current timetable will be displayed on all notices boards and updated every few months. 3. New Seat on Carlton/Harrold road Quote received from Glasdon for new Phoenix seat. It was agreed by all Cllrs. to go ahead and purchase the seat. 4. Street Lights The
newly installed light at the Gannick is still out of order. Clerk to liase with
the maintainer regarding repair.
5. Handyman Position Cllr. Tusting confirmed the appointment of Mr. W. Crammen as the new handyman. He will report to Cllr. Chapman and received orders from him only. He will be paid on a monthly basis. It was highlighted that the following requirements were needed for the Handyman to carry out his work. Bin liners, new salt bin to be located at Bridgend, 2 new wheelie bins and a green litterbin for the pole beside the Baptist Church. 6. New Street Light Clerk to write to Mr A Prigmore requesting a quote and a site meeting with the handyman at the required location. 7. Changes to Boundaries for the wards to the County Council There are proposed changes from B.B.C. to include Carlton in with Turvey, Stevington, and Kempston etc. C Cllr. Gershon advised she fought the case strongly for Carton to remain in its current boundary, because Carlton have such strong links with Harrold and many shared amenities. It was decided that the clerk should write to the boundary commission on behave of the Parish Council opposing any changes. 8. Possibility of Development outside village envelope Due to the relocation of Harrold Surgery, the preferred site on the Riverside House ground may not be granted planning permission. It was suggested the Carlton should look at trying to accommodate the surgery if the need arose. At the moment the envelope is so tight that there is no room for expansion but if this could be reviewed there is enough room to build on Eden’s Field, Dejak and at the allotments. Cllr. School Governor’s Report Cllr. Simpson advised that a quote for planned work on the classrooms and toilet was required as a matter of urgency. The school needs to find ways of improving, which needs to be accounted for in a written report. The number of pupils will not alter greatly in the coming year. Cllr. Tusting will attend. BRCC- BRCC are seeking an Honorary Architect and BPFA are seeking an Honorary Technical Adviser. RoSPA– Brochure for playground safety surfaces. Given to Cllr. Benson. B.B.C– Minutes for Standards Committee meeting held 8thDecember 2003. HSA– Letter requesting that the HSA be notified of fairground events. Alistair Burt MP– Invitation to meet with the Chief Constable of Bedfordshire at Great Barford Village Hall on the 11thMarch at 7.30pm. Cllr. Tusting to attend. Commentree– Brochure detailing conservation events. Alistair Burt MP– Details of five advice centres being held by the MP in the constituency. Bedfordshire Police– Results of speed checks carried out in Carlton during Oct/Nov 2003. A total of 10 people were dealt with for exceeding the speed limit. DMH Solutions– A company promoting a package called LCRS that would allow Councils to identify and score their local risks. The Local Channel- Promoting websites for Parish Councils. The Countryside Agency– Vital Village update, issue 3 Autumn 2003 BATPC– Invitation to attend a half-day seminar on Affordable Rural Housing being held on Saturday 20thMarch between 9.30-13.00 at the Rufus Centre, Flitwick. Declined. B.B.C.- Notes from the roundtable discussions from the Housing Strategy Consultation Event.

B.C.C.- Brochure of the Service Development Plan 2003-2006. B.B.C . – Letter outlining the six key priorities of the Borough Council, they are as follows; A listening Council, a clean and green Borough, a safer Borough, a prosperous Borough, an enjoyable Borough, a balanced Housing Market.
Financial Report Five cheques prepared for signature BATPC £120.00 membership fee for 2004/5, SLCC £25.00 for membership fee, Miss G Forde £218.50 for salary, Miss G Forde £33.36 for expenses, Mr Crammen £30.00 for handyman duties. Balances are current acc. £1,272.66 and capital reserve acc. £22,056.17.
Planning 04/00149/TELPN, Telephone Exchange School Lane. Erection of 12m masts with antenna. To be removed when experiment has been completed. Playing Fields Report Cllr. Simpson met with a representative from Wickstead, the safety surfaces need to be replaced as they have a life of approximately 10 years. Cllr. Simpson currently awaiting a quote. Also the slides need securing. The committee hopes to raise funds from the fete, rural grants. Cllr. Benson will speak to Mr Jeffrey at the HDLFG for support as well.
Village Hall Report The Big Band is performing on the 13thMarch and the Donkey Derby is being held on the 8thMay at the Village Hall. Two thirds of the funds raised at both events will go towards the Village Hall improvements and the remaining one third to the organisers.
Items of an urgent nature Cllr. Benson reported that some residences are parking on the footpath in Street Close, because there are not enough parking spaces. The residences are concerned about the danger of the cars rolling back into the front gardens. Cllr. Chapman is going to investigate the matter. There being no further business, meeting closed at 21.20 hrs. Date of next meeting set for Monday 8thMarch at 19.30 hrs.
