CARLTON AND CHELLINGTON PARISH COUNCIL
MINUTES OF MEETING HELD 17th FEBRUARY, 2010.

Minutes of Meeting held 8th February would be presented at Parish Council 8th March.
Accounts
Mrs. Allsopp had prepared the accounts for year 2007/2008 and same had been internally audited by Mr. Bellamy. It was unanimously agreed to approve the accounts as presented and The Local Council in England’s Annual Return for the year in question was duly completed and signed for forwarding to the external auditors, BDO LLP. Section 2 of the form was discussed by councillors at length before completion and an explanation for answers to two questions was prepared. Question 4. Due to an oversight , the whereabouts of the accounts were not published at the correct time. Question 6. During that financial year we failed to meet the criteria of arranging for an independent and competent person to review our records. We have now put this in place.
Finance
Cheques were signed for Mrs. Bransgrove-Knight, January, £254.35. + £4.68. stamps, Warners £126.50. and £414.00. in respect of two August dated cheques never presented to the Bank, and Mr. Bellamy £40.00.
With regard to claim for back-dated increase in clerk’s pay, B.A.T.P.C. Bedford state that new rates from 1st April are N.A.L.C. recommendations only and the matter has to be presented to Parish Council meeting for a decision to be made by councillors as to whetherthe hourly rate should be increased. There being no further business the meeting closed at 8.30. p.m.
