CARLTON AND CHELLINGTON PARISH COUNCIL 327
Minutes of the Extraordinary meeting of the Parish Council held on 18th May 2009 at Carlton Village Hall start at 7.30pm.
Present: D. Jenkins (Chairman), Cllrs. T. Coles, L. Dempsey, A. Geerts, Jane Tusting.
In attendance: Alison Read (Hastoe Housing), Helen Jago (Emmaus)
1. Apologies for absence: Cllrs. E. Devine and Jim Brandon.
2. Disclosure of interests: none.
3. Minutes of meeting held 11th May 2009: agreed as a true record of the meeting and signed off.
4. Finance report: As agreed at the meeting held on 11th May, the three outstanding cheques were signed Warners (main cut) £207.00, Warners (Playing Field x 3 cuts) £189.75 and CRPE annual subscription £29.00.
5. Affordable Rural Housing Policy for allocation of places: The Chairman welcomed Alison Read and Helen Jago to the meeting and thanked them both for attending. Alison went on to explain the policy selection criteria for people to be eligible for housing they must have lived in the Parish for at least 3 years (preferably 5), have immediate relatives. Each application for housing would be looked at on a case by case basis. The Chairman asked if it would be possible for people who have left the village to apply Alison said this would be allowable. The Parish Council would be able to have a say in the building of houses. Helen Jago (Emmaus) that there would currently only be one companion at Emmaus who would qualify for this type of housing, but there is no assurance that this person would actually want to leave Emmaus Village. Alison stated that whoever applies for housing must be able to look after themselves. A full Consultation Day will be carried out in the village with parishioners and the Parish Council once a site has been decided on for development (this has yet to be confirmed). One of the Councillors asked about the size of potential houses, Alison said that they would be either one or two bedrooms. If the Parish Council would like to look at other sites already built, Hastoe Housing can arrange this. Questions were asked by Councillors about the general design Alison confirmed that Hastoe would like to use local architects any recommendations would be gratefully accepted.
The Parish Council are happy to go forward with the above proposals; Alison will bring a suggestion of criteria ideas to the Council. Then a village information day will be arranged once the site for development is agreed.
6. Village matters: Street Close grass cutting, why was this not cut on the last cut? Clerk Replaced tree opposite school entrance in The Moor why has this been replaced with a Cherry Tree? It was supposed to be replaced like for like i.e. a Silver Birch. Clerk
At next meeting , items to be included on the Agenda Schools Consultation (3 tier/2 tier) and questions for the Mayor of Bedford.
