CARLTON & CHELLINGTON PARISH COUNCIL  - Minutes 14.12.09             340

Present:  D Jenkins (Chairman), Cllrs:  Jane Tusting, T. Coles, A. Geerts, D. Neal, S. Owen, B. Cllr J (Vic) Brandon.

1.       Apologies:  Cllrs:  E. Devine, L. Dempsey.  Helen Jago (Emmaus)

2.       Disclosure of interest:  None.

3.       Minutes of meeting held 9th November 2009:  confirmed as a true record of the meeting and signed off by the Chairman.  Proposal to put a draft copy of the minutes of meeting on notice board and in Carlton P.O. before the next meeting.  All committee in approval except S.  Owen who felt that the signed off copy of the minutes should be posted up for parishioners to read.

4.       Emmuas report:  apologies from Helen Jago who was unable to attend this meeting.  Report sent to Clerk -  27 companions at present.  23rd Dec. Christmas Carol Concert – all welcome.

5.       Matters arising:  Bridgend railings and VAS signs – Clerk and Cllr Brandon will chase up contacts at Highways (Amey) as no new information available.  Police will try to carry out checks on illegally parked vehicles around the crossroads (Bridgend/The Causeway/Felmersham Road).  Cllr Brandon will also talk to the Borough Council Enforcement department to get them to visit the location.  Playing Field (gates and plants) Cllr Devine will liaise with Cllr Neal before the January meeting to ascertain next action.  Warners carried out leaf clearance to the Parish Council’s instructions – some confusion over clearing leaves from the Gannick (section adjoining The Causeway) as this was not cleared.  Clerk will clarify with contractor that the Gannick is part of The Causeway.  Village handyman has done a good job of trimming verges along The Causeway.   Traffic lights at Harrold Bridge (Carlton side) now fixed.  Tree opposite entrance to Beeby Way – hold off replacement for the time being (possible placement of VAS signs).

6.       Police report:  apologies from PCSO Michael Blass.  Crime rate in Carlton and Chellington is very low at the moment.  Speed Watch – request from councillors for the Speed Watch machine in the New Year.

7.       Borough Councillor’s report:  Council tax will be increased in the year 2010/11.  Cllr Jenkins asked Cllr Brandon if the old County Council could be surcharged for large sums of money spent by them before Unitary takeover?  Ward Boundary – quite possible that when the new Ward Boundaries are decided that Carlton & Chellington will come under the Harrold Ward.

8.       Highways update:  Cllrs s. Owen & D. Neal – Council agreed that the top three priorities for road repairs in the 2010/11 year are The Causeway, Beeby Way and Rectory Close.  Current problems – grid sinking near to No. 33 Rectory Close (needs inspection by Amey), Manor Close pavements still have not been repaired ,  Carlton crossroads – pothole in The Causeway still bad (needs another inspection) – Anglian Water.  Council would like specifications from Anglian Water as to what repairs they intend to carry out at this location – poor water pressure, water on road, potholes.

9.       Parish public footpath update:  Cllr Coels – footpath FP19 does not appear to be signed – check with Rights of Way Officer. 

10.   Finance report:  5 cheques drawn for payment – Warners (£362.25), Carlton Village Hall (£40.), Glasdon (£96.87), Carlton VC Lower School (£2,313.00), NBK (Salary).  Current account – balance £3,569.38, Deposit account - £21,112.98.  Budget 2010/11 – clerk to send details to councillors before January meeting.

11.   Planning applications – none.

12.   Correspondence list:  see appendix (i) for actions.

13.   School Governor’s report:  new computer room is completed. 

14.   Playing Field report:  no report.  Cllrs Dempsey/Devine to liaise with Cllr Neal regarding playing field before next meeting. 

15.   Village Hall report:  Quiz night -30th January – all welcome.  Clerk requested key holders contact details for Village Hall – Cllr Owen will email to her.

16.   Village matters:   issue of additional tree planting outside 25 The Moor (some hedging plants already planted) – check with Highways to find out if permission to plant has been given.  General litter problem in the village – clerk to put a reminder in the next edition of “The Bridge).    Proposal from Councillor that extra litter bins are provided in the village – clerk to cost up the wooden bins with metal insert before a decision is made.  Cllr Coles stated that a parishioner has hinted that they may fund a new Parish Council notice board (closed glass type) will talk to this person again.  DSD – check where bins should legally be left near to parishioner’s property.  Village Fair – needs a new co-ordinator.
