Minutes of Meeting

Cllr. Brandon proposed that, as August is the holiday month a meeting of the Parish Council should not take place, as is practise with many other councils. Councillors voted unanimously for the August meeting to go ahead as planned. This vote has now been recorded in the July minutes.

Minutes of meeting for July 12th were agreed and signed as a true record.

1. Bottle Bank

Mike McKever from B.B.C. advised on the following types of bottle banks:

Option 1:

Skip, with 3 compartments for the different colour glass. It would hold 3 or 4 tons. Initial cost to buy would be £1,000.00 approx. They would arrange for the skip to be collected and emptied. There would be a storage fee during this process; the glass is then sold to the County Councils Recycling scheme. He advises that the credit received from the sale of the glass out ways the storage fee. So the Parish Council would earn some money from it.

Option 2:

3 Wheelie Bins (1100 Bins). The initial cost is £200.00 /£300.00 per bin. Again, they could arrange for the wheelie bins to be emptied by a company called DSD. However, there tends to be more green bottles disposed of, so the green bin may be full long before the others but we would be charged the same price as if all three bins were emptied.

The fact that the bottle bank would be housed at Emmaus does not matter, other than it might inflate the cost of emptying by DSD. It would not affect the cost of emptying the skip as they have a fixed agreement in place for rural collections.

Cllr. Tusting would like to know why the Parish Council should have to pay for the bottle bank, as waste disposal should be provided by B.C.C. free. It was agreed to pass this issue to B. Cllr. Brandon to investigate.

2. Zurich Insurance

Quote for the renewal of insurance was received from Zurich, the renewal premium is £1399.50. The premium for last year was £1381.66. All agreed to accept this quote, six additional seats and two picnic bench’s are to be included.

Bedford Partnership Board – Annual Assembly Meeting Wednesday 8th September at The Place, Bradgate Road. Declined.

B.C.C – Town and County Planning Act 1990. Publication of Proposed modifications Draft Plan.

Alistair Burt MP – local Advise Centre is Sharnbrook Village Hall on Tuesday 28th September 16.00- 18.00, call 01767 313385 for an appointment.

B.B.C. -Rural Affairs Committee, application for Rural Grant Assistance. Application forms given to Cllr. Simpson for the Playing Fields and Cllr. Tusting for the Village Hall.

Bedfordshire Community Transport Brokerage – The Brokerage is up and running again, offering a range of benefits for both users and vehicle owners.

BATPC – Invitation to attend Annual General Meeting on 20th October at Whipsnade Village Hall. Declined.

B.B.C. – New arrangements for delegated decision-making on planning applications.

Cllr. Devine -Inspected the grass verge outside No 88 The Moor and advises that:

The section without a kerb is probably the highest verge in the Moor and I can see no reason why buses or lorries would want to drive over it. Furthermore there are no signs of damage incurred to the verge.

Seven cheques prepared for signature, Miss G Forde £218.50 for salary, Miss G Forde £54.06 for expenses, Mr Crammen £185.00 for handyman duties, Mr Crammen £10.00 for petrol for mower, Mr. C. Horne £394.80 for grass cutting, BRCC £25.00 renewal fee, Door-to-Door £200.00 donation.

Balances are current acc. £1313.48 and capital reserve acc. £22,166.71.

Figures for the annual audit return were viewed and agreed.

04/01501/FUL. 9 Carriers Way, Two-storey extension to the front of the property. Deferred to enable a site inspection.
