Disclosure of Interest

Cllr. Goggins declared interest in planning applications 05/01908/FUL – Baptist Chapel, single storey extension and internal alterations and 05/01929/LBC – Baptist Chapel, single storey extension and internal alterations.

 

Minutes of Meeting

Minutes of meeting for Monday 11th July were agreed and signed as a true record.

 

Zurich Insurance

Zurich will send a renewal excluding the gang mower and mobile sit-on engine to be removed from the policy, and breaking the policy into three parts The Barn, The playing Fields and The Parish Council. The Parish Council require the three parts to be further broken down into third party and fixtures & fittings.

Notice Boards

Cllr. Benson advised that the Harpour Centre have donated some wood to the Parish Council which can be used to make two new notice boards for the High Street and the Baptist Chapel.

Village Maintenance

The gully on the Causeway has now been done. The Hydrant is due to be done in the coming week.

Cllr. Benson has met with Mr Stanton and the following work is required:

· The wall between the Baptist Chapel and the graveyard will have to be taken down and rebuilt where it is bulging out

· Relay tile overhang where missing from back wall.

· Take down pier and rebuild

· Rake out front stone wall

· Point up with lime and stone

· Put in stones where needed

· Round coping stones not quotes for as they are very rare.

Need to check deeds to determine who owns the wall and pillar.

The long Stile footpath needs attention at the Causeway end, hedge needs cutting. B.C.C. to be advised.

Affordable Housing

Cllr. Tusting advised she has received a draft of the contract between the developer and the Parish Council, which seems very acceptable. The Affordable Housing Ltd are now waiting for money from B.B.C. to carry out survey but B.B.C. do not have available funds at the moment.

It was suggested that if Mr. Bird can provide the questionnaire then the Parish Council can arrange for them to be distributed around the village.

Trafalgar Day

Cllr. Davies suggested organising an event for Trafalgar Day. Cllr. Simpson advised that Emmaus are planning a bonfire around November 5th.

Cllr. Tusting advised they will be having a beacon on the hill for Trafalgar Day and suggested a joint co-ordination with the Parish Council. Cllr. Benson will liaise with Cllr. Jenkins and Nicholas Tusting. Parish funds not used (£1500.00 for notice boards) could be utilised.

 

County Councillor’s Question & Answer Session

None.

Borough Councillor’s Question & Answer Session

Cllr. Brandon read letter from B.B.C. reference the Community Clean –Up initiative. The Parish Council declined as it was felt that the village is already tidy, mainly due to the handyman.

 

School Governor’s Report

None.

 

Correspondence

B.B.C. – Questionnaire as to why councillors did not attend the Planning Workshops. Cllr. Tusting completed.

BRCC – Parish Plan Information Evening taking place 22nd September with funds available from DEFRA for Parish Plan. Declined.

Bedfordshire Police – Invitation to consultation evening on 28th September. Cllr. Benson and Cllr. Brandon to attend.

B.C.C. – Admissions to Lower Schools to be made before September 30th.

B.C.C. – Letter advising that Catherine Ward is leaving the post of Project Youth Leader.

Mr. J Dancy – Advising that he will no longer be involved with Carlton Home Watch and would like the Parish Council to decide if they want Home Watch to continue. The Parish Council will support a new officer and expresses their thanks to Mr Dancy for all his efforts over the years.

Vitalise – Donation requested to help provide breaks for people with disabilities. The Charities Organisation to be contacted as there is no charity number on the letter

Financial Report

Five cheques prepared for signature, Miss G Forde £218.50 for salary, Miss G Forde £28.44 for expenses, Mr Crammen £152.50 for handyman duties, Mr Chapman £14.15 for weed killer, Mr Horne £1133.87 for grass cutting, BRCC £25.00 subscription for 2005/6, BPFA £20.00 subscription for 2005/6,Villerager Minibus £200.00 donation, The Bridge £100.00 donation.

Current Account balance £2254.72 and Capital Reserve Account balance £16557.54.

 

Planning

05/01908/FUL – Baptist Chapel, single storey extension and internal alterations. The Parish Council were concerned that the new door opened onto a public footpath and would change the direction of the building. Also the wall that will need to be broken through is part of the listed building.

05/1929/LBC – Baptist Chapel, single storey extension and internal alterations. Passed to Cllr. Chapman to inspect.

05/01984/FUL – 26 The Causeway, Retention of rear conservatory. No objections raised.

05/01491/LBC – Baptist Church, alterations in association with conversion to dwelling. Permission granted.

05/01118/LBC – Bay Tree Cottage, installation of wooden windows. Permission granted.

05/01361/FUL – Vine Cottage, single storey rear extension. Permission refused.

05/01265/FUL – Summerfield, 28 The High Street. Erection of garden room and store. Planning permission granted. Permission granted.

05/00939/FUL – Victoria Farm, three houses and two flats. Application withdrawn.

General Village Matters

Cllr. Benson request agreement from Parish Council to purchase 150 hedging plants for Church car park and Street Close. All agreed.
