CARLTON AND CHELLINGTON PARISH COUNCIL                                                                                   

 

Minutes of meeting held on 10th August 2009 – 7.30pm Carlton Village Hall

 

Present:  D. Jenkins (Chairman), Cllrs Jim (V) Brandon, Tim Coles, Eileen Devine, Anne Geerts.

 

In attendance:  Helen Jago (Emmaus), Neil O’Leary (Bedfordshire Highways), Nikki (NNL Garden Construct).

 

1.       Apologies for absence:  Cllrs Louise Dempsey. Susan Owen and Jane Tusting.

2.       Disclosure of interest:  none.

3.       Minutes of meeting held 13th July 2009: confirmed as a true record of the meeting and signed off by the Chairman.

4.       Emmaus report:  26 companions currently in residence, everyone is happy and working well.  A music festival is planned for 26th September, more details will be advertised locally in due course.  Helen asked the parish council if they would recommend a deserving village group who might benefit from donation from Emmaus – it was suggested that the O.A.P.’s annual Christmas Lunch would be a very suitable recipient.  Helen will liaise with Cllr Geerts.  The Chairman thanked Helen for attending the meeting and she left at 19:40.

5.       Matters arising from July meeting:  Police 5 a day reports need completing.  Bridgend railings and ditch – Neil O’Leary gave the following report: he has looked at the speed on the Carlton Road (approaching Bridgend from Harrold) and proposes to look into reducing the speed limit to 40 mph.  He talked about various proposals regarding the ditch and railings.  The most favourable, in his opinion, being the removal of the old railings and the installation of rubber type kerb and hazard markers.  Discussion between Neil and the parish council about other possible alternatives (piping the ditch, stone blocks for kerbing).  Neil will look into other possibilities and come back with ideas and prices for the next meeting.  Budget at Bedfordshire Highways will also need to be considered.  Cllr Brandon will contact Stewart Briggs at Bedfordshire Borough Council to see if he could help with funding.  Speeding issues:  The Chairman brought this item forward on the agenda, with the Council’s support, as Neil was the person who could answer questions on the problem of speeding within the village.  To date, Cllr Jenkins and Geerts have carried out 3 speed checks with the mobile ‘Speed Watch’ device, on loan from the Police.  These have been very successful, reducing the vehicle speeds dramatically whenever checks are carried out.  Neil suggested that a solution might be installing mobile VAS devices at a couple of locations within the village – these would light up to warn drivers to slow down.  Council agreed these would be a great asset, so Neil will arrange for the Highways Engineer to meet up with Cllr Jenkins to decide on locations (suggested were The Causeway and Bridgend area), several metal sockets will be inserted into the ground (so that the VAS speed unit may be slotted in and rotated around the village area).  Neil also talked about chicanes, but these would be very expensive and the Parish Council would probably be expected to help fund this.  Various repairs are still ongoing around the village – Alex Cattanach has a full list which Neil has requested the clerk forward on to him.  The Chairman thanked Neil for attending the meeting, Neil left at 20:35.   New dog bin is on order.  New bench for area where bus shelter used to be, council undecided on type of bench.  Nikki (NNL Garden Construct) said she could possibly get one made up in iron-work – look into the price of this.  Council decided to apply for a Rural Grant from Bedfordshire Borough Council.  Royal Oak PH – no further action at the present time from the Council.  Recent Saturday taxi service (run on a 6 week trial) by AGS Cars – no one used the service, so this will not be repeated.  Village handyman has carried out various weeding and clearing of foliage around the village.  Willow tree (Gannick area) – still waiting

on Landscaping team from B.B.C.  Boiler at Village Hall – Rural Grant to be applied for by Council for part payment.  Police have been checking on childrens playground – nothing to report.

6.        Police report:  no report sent to parish council.  The Chairman informed Council that he had attended the Rural Police meeting and it could be possible to have extra PCSO provision in our parish – but we would need to be able to provide 25K for each of 3 years to fund this.  Chairman suggests that we talk to neighbouring parishes and find out if they might be interested in joining us.

7.       Speeding:  refer to this item at point (5) of these minutes.

8.       Borough Councillor’s report:  The Mayor, Frank Branston, is very ill at the moment and still in a critical position.  The Parish Council have sent their best wishes for his recovery.

9.       Highways – repairs:  this has been covered at point (5) in this report.

10.   Finance report:  9 cheques for signing – Warners (Childrens playing field £126.50), Warners (main cut £414.00), AGS Cars (£207.00 – half of this will be reimbursed from Harrold P.C.), NNL Garden Construct (£140.00), Carlton Village Hall (£48.00), BRCC renewal (£30.00), Zurich Insurance (£1,774.15 and £287.50), N Bransgrove-Knight (July salary and expenses).  The invoice for the Web hosting has not yet been received, but it was agreed by Council,

 that if it arrives for payment between meetings, a cheque for payment will be raised and signed. 

11.   Planning application – 09/01281/LBC Glenmore, 2 High Street, Carlton – install new boiler and Aga to replace current boiler with 2 new flues on external wall facing The March and removal of old flue.  Council had no objections to this application.  It was agreed at this meeting, that in future, any planning applications which are not controversial and which come up for comments to be sent to the Planning department between meetings be decided upon by the Planning sub-committee on the Council, with comments being submitted by the Clerk.  In most cases, however, planning applications are discussed at monthly parish council meeting.

12.   Correspondence:  list circulated to Council – see appendix (i) for summary.

13.   School Governor’s report:  none.

14.   Playing Field report:  none.

15.   Village Hall report:  new boiler to be installed.

16.   Village matters:  ask village handyman to trim back overhanging tree branches around the village, these apply to any trees on the highways grass verges.  Water standpipes to be painted black.  Deejak field hedge getting very tall – contact Borough Planning Department.  Repairs to be carried out of wooden fence by Harrold Bridge – village handyman.  Reports of incorrect rubbish in DSD bins – clerk to contact Borough Council.
