CARLTON AND CHELLINGTON PARISH COUNCIL 240

MINUTES OF MEETING HELD 14th AUGUST, 2006.

Apologies for absence received from Cllrs. V.G. Brandon, R. Davis, and J. Tusting.

Disclosure of Interest None. 

Minutes of Meeting held 10th July were agreed and signed as correct. 
Mr. O’Meara and Miss Jago were welcomed, to update councillors regarding Emmaus Village.
Currently there are 20 residents. Recycling project almost completed, official opening 17/11 with Terry Waite. They have taken on board comments about events clashing with village bookings and cancelled the August Fete. 9th September is Emmaus National Open Day, holding a jumble sale. The two chaps who misbehaved were grounded for two weeks, one has since left. Happy atmosphere at the moment, everyone behaving themselves, heard no complaints, and no-one with a drug connection.

Discussed the problems in the village and at The Fox Inn in June and July. Emmaus have no knowledge of problems relating to sex, and no evidence has been produced. Mr. O’Meara reiterated that if there are any complaints directed to their community, same should be reported to them immediately so that problems can be dealt with. People drinking in the day are not Companions because they are working, except for those who work on Sundays and have Mondays off. If The Fox encounters problems again, phone Mr. O’Meara and he will come down.

Mention was made that Emmaus could utilise the Carlton website, as well as the Bridge magazine, and need for village diary was discussed. Mr. O’Meara and Miss Jago were thanked and left meeting at
7.45. p.m.
Matters Arising from July Meeting.
Stone Barn Lease, duly signed by two councillors for return to solicitors.
Vandalised Village Gate, Damaged Bridgend Sign - still in hand.
Rural Housing Trust, housing survey. The Bridge magazine advised it is not their policy to deliver
papers for anyone. Councillors deliver the survey forms ? Mr. Goggins suggested Donna would do it.
Baptist Chapel Burial Ground. Solicitors received another letter from Mr. Ingles, discussed. Accepted his two letters and Parish Council letter together are sufficient proof regarding boundary wall, these documents to be kept safe with other Burial Ground paperwork.
Victoria Farm, playing field award. The matter is with Bedford Borough Council Legal Department at present, it will be a lengthy affair. Planning Dept. think the money could be used for levelling the field. 
Highway Matters. Street Close, work to carriageway will be carried out in September. Salt bin - C.C.
suggest siting it behind the notice board, left hand side of entrance to village hall. Check with Mrs.
Cantwell, Head Teacher. Other highway matters outstanding, clerk to check with Celia Sellers.
Highways Maintenance Partnership. Long Stile footpath will now be covered by 2005/6 and 2006/7
allotment, and there will be £1,350. to spend this year. Suggest they could lower the kerbs, Rectory Close, with this money.
Community Emergency Plan. Still in hand, bring forward September meeting.

School Governors’ Report Bedfordshire remaining as three tier system.

CORRESPONDENCE
Emmaus Village, 25/7, are applying for grant from WREN to refurbish and extend the Bistro and Shop.
Request Parish Council to support them in this application. By 4 to 1 majority, councillors agreed.
Mrs. N. Bransgrove-Knight, 25/7, application in respect of clerk’s position. Agreed to invite her to
September meeting. Ms. Bales, Harrold Clerk, and Dr. Sharpe, Pavenham Clerk, not interested in 
taking on Carlton and Chellington. When new clerk appointed, it should be on the basis of a six months trial period and if inexperienced in clerk’s duties, must attend training course.

Correspondence contd.
Bedford & Kempston Conservative Association, 2/8. Cllr. Mrs. Nicky Attenborough has been selected
as Mayoral candidate for next year’s election and would like to be invited to P.C. meeting. Declined.
Town & Parish Council Highway Maintenance Partnership Scheme. Carlton awarded £3,000. for year 
2007/8, needs to submit initial request by 22nd December, 2006. Final agreement of works being made by the 31st March, 2007. Councillors to think about a project.
B.B.C. Planning & Housing Services, 4/7, querying why Carlton and Chellington did not attend planning workshops. Questionnaire completed by Cllr. Jenkins. Subject matter not suitable, nobody available to attend, and time of workshop.
B.C.C., Waste Projects Manager, 6/6. (delivered by hand 11th July). Temporary Closure of Barkers Lane household waste recycling centre for extending and redesigning, until early 2007. There will be additional rural services provided and weekend facilities at Elstow Waste Transfer Station.
B.A.T.P.C., 7/7. July Bedfordshire Bugle handed to councillors.
B.R.C.C., 25/7, funding available from DEFRA to help cover the costs of preparing a Parish Plan.
Workshop arranged for Tuesday, 4th September, at Cardington. 
B.R.C.C., 31/7, Local Council Clerks Core Skills - next training session commences 4th October.
Society of Local Council Clerks, June, stating benefits of becoming a member of the Society.
Zurich Municipal, 11/7, insurance renewal date 1st August, premium £1,866.03. NEXT YEAR PARISH COUNCIL TO INVITE TENDERS FROM OTHER INSURERS. B/f. early 2007.

PLANNING APPLICATIONS - none.

FINANCIAL REPORT. Five cheques prepared for signature, Mrs. Allsopp £250.10., Village Hall £28.00., Warner’s of Bedford £329.00., Zurich Insurance £1,866.03.,and Mr. Crammen £138.88.
V.A.T. refund for year 2005/6 had been received, £1,605.44., and invoices prepared for the Playing Field and Chris Horne Gardens in respect of their portion of insurance. Bank balances are current account (£248.63.) and capital reserve £20,350.87., funds to be transferred over.

PLAYING FIELD REPORT The grass is nearly green again, after all the extremely hot July weather.

GENERAL VILLAGE MATTERS 
Mr. Goggins reported problems with the buses again, two weeks ago, the 7.30. a.m. did not turn up. He also mentioned a bus driver who was seen smoking.
The gas governor was demolished by a car on Sunday, 13th August, except when Transco came out to inspect the damage, they said it was waterworks and that they informed A.W.A. who came out today.
Grass along path from Bridgend to Harrold Causeway - could this be cut ? The County Council will be cutting it shortly.
