CARLTON AND CHELLINGTON PARISH COUNCIL                               324

 

Minutes of the Parish Council meeting held on 16th April 2009 at Carlton Village Hall – 7pm.

 

Present:  Cllr D. Jenkins (Chairman), Cllrs T. Coles, E. Devine, L. Dempsey,

A. Geerts, Jane Tusting, Jim Brandon (7.40pm).

In attendance:  Susan Owen and one other parishioner

 

  1. Apologies for absence:  Cllr R. Davis, Helen Jago (Emmaus).
  2. Disclosure of interests:  Cllrs D Jenkins and Jane Tusting declared an interest with Planning Application No. 09/00569/FUL Carlton School.
  3. Minutes of meeting held 9th March 2009:  confirmed as a true record of the meeting.
  4. Emmaus report:  Helen Jago was unable to attend the meeting.  Report sent to the Clerk..  Full 29 companions on site.  No problems reported.  Refurbishment of the Bistro running to time.  Jerry Hall will attend the ‘grand opening’, but the date has yet to be finalised (hoping for the 17th June).
  5. Matters arising from meeting held 9th March (see appendix (i) to these minutes.
  6. Borough Councillor’s report:  ongoing work at the new Bedford Borough Council.  Cllr Brandon will be standing for election on 4th June.  War Memorial Monument – at the last meeting of the War Memorial Monument Committee they decided to that a tasteful relief would be appropriate for the village green.  Council agreed unanimously that they would allow this, after full details of such a monument is submitted to the parish council.  John Tusting will be bringing an example of such an item to the Annual Parish Meeting which follows this meeting.
  7. Highways report:  Cllr Coles, Jenkins and the Clerk attended a site meeting with Alex Cattanch from Amey on 2nd April.  The Causeway, Street Close and various potholes around the village discussed – Alex to look in to the issues.  Bridgend ditch to be cleared in May.  Grass around road signs has been trimmed by the Council.
  8. Finance report:  7 cheques drawn for payment – B.B.C. Parish lighting repairs (£230.85), Carlton village hall, room hire (£48.00), BJ Wood & Partners, Baptist churchyard work (£1,238.25),  Warners, playing Field (£63.25), Warners, main cut (£207.00), Textbook Carpets – village hall (£437.00), N Bransgrove-Knight salary and expenses for March 09.  Payment in - £139.00 C. Horne.  Current A/C – £1,120.80.  Deposit A/C - £21,116.48.
  9. Planning applications:  09/00569/FUL Carlton School - single storey extension to computer room – no objections.  09/00571/TPO   25 The Moor, Carlton – remove 1 Horse Chestnut tree, trim 7 Sycamores and 2 Horse Chestnut trees – advise the Borough tree consultant to carry out an independent survey on Horse Chestnut trees.  No objections to trimming the Sycamore trees.
  10. Correspondence:  list circulated to all councillors (see appendix (ii) to these minutes.  Clerk to action where necessary.
  11. Village matters:  request that minutes of meeting are displayed more easily – discuss at next parish council meeting.
