MINUTES OF MEETING HELD 10th APRIL, 2006.

MATTERS ARISING

Stagecoach. Reply from County Cllr. Tom Wootton, 23/3; letter passed to Chris Pettifer, Passenger Transport Manager, tele. 01234.228881, to investigate buses.

Baptist Chapel. Reply from Woodfine Batcheldor, 23/3, there is no indication on the Title Deeds as to the responsibility for boundaries, which is not unusual. Decided to ask solicitors to write to Mr. Ingles in order to confirm situation, need to know for the future. Regarding the path between The Fox Inn and Grace Baptist, this is within the ownership of the Meeting House. Land Registry charge £11.26. to be remitted to Woodfine Batcheldor. Mr. Stanton commencing remedial work on walls end May.

Mayor’s Visit. Letter from Mr. Branston, 16/3, thanking councillors and parishioners for very friendly reception last month. He included the tele.no. for Bedford “Blue Caps”, 0800.0130339.

Stone Barn Lease. Telephone message from William Stokes, Woodfine Batcheldor, querying whether a completely fresh Lease is required or an extension as before, in view of the fact that Chris Horne is now a Limited Company and the matter of guarantor. Difference in cost @ £120. per hour + V.A.T., full lease would be 3 - 4 hours. Decided to extend Lease, clerk to confirm to solicitors.

Highway Matters. Celia Sellers replied 14/3, Manhole outside Playing Field, Pothole in Pavenham Road, and Dropped Kerbs at junction The Moor/Rectory Close, - all this work to be proceeded with.

It would appear that the footway outside Grace Baptist has been restored.

Trees. David Alderman, 23/3, apparently B.C.C. encountered problems with underground services in Carlton. As long as sites free of services, they will plant new trees November/December. He stressed

that village help with watering new trees around the village would be much appreciated.

Rural Housing Trust. Mrs. Jean Fox will be attending next meeting, 8th May.

CORRESPONDENCE

B.B.C., The Mayor, 31/3, ref. Bedford’s two Speciality Markets, and the need to promote same. Send him The Bridge magazine.

B.C.C., Leader, Madeline Russell, 13/3, ref. lack of response to letters. Clerk send details to her P.A.

Emmaus Village - invitation to opening of Copper Beeches accommodation block, 12/4. Councillors Benson and Brandon will attend.

Carlton Children’s Playing Field, 3rd April, ref. Village Fete, 24/6, and the need to raise funds in order to maintain the field.

Temporary Road Closures in Bridgend, 24-28th April, also High Street, Pavenham, 18th-21st April.

Given to Cllr. Jenkins to place on website.

B.C.C., Highways, 14/3, ref. Highway Maintenance Annual Survey. Given to Cllr. Devine to complete.

B.C.C., Highways, 6/4, ref. Long Stile Footpath. Now re-scheduled for half-term break at end of May.

Highway Maintenance Partnership - Carlton and Chellington awarded £3,000. for the year 2006/7.

Bring forward for discussion next Council meeting.

B.C.C., Highways, March, Grass Cutting. Roadside verges outside 30 mph areas will be cut April/May and September/October.

B.B.C., Committee Services Officer, ref. Code of Conduct Training, 25/4 at the Town Hall. Declined.

06/00652/FUL, 34, High Street, Single storey rear extension. No objections provided neighbours do not object.

06/00744/FUL,Nicholas Farm, Edens Lane, Three storey rear extension, dormers to existing rear eleva-tion, realignment of roof-line, raise patio area. No objections.

Planning Permission granted in respect of 05/03234/FUL, Victoria Farm, 3 houses and 2 flats. 06/00093/FUL, 06/00094/LBC, The Old Farmhouse, The Marsh, alterations to outbuilding.

06/00263/FUL, 63, The Moor, single storey rear extension. Letter from planner, Mr. G. Logan, 24/3, in response to our comments.

06/00396/FUL, Laverock, School Lane, single storey rear extension, granted, and

FINANCIAL REPORT. Six cheques prepared for signature, Mrs. Allsopp £267.36., Mr. Crammen

£140.00., Carlton Village Hall £18.00., Warner’s of Bedford £164.50. for first grass cut, Woodfine Batcheldor £11.26., (all March dated). Draft Accounts had been prepared and were handed to councillors. Bank balances year end - Current Account £680.27. and Capital Reserve £18,850.87. Accumulated Funds stand at £10,552.84. and Reserves £10,748.74. April cheque had been drawn for B.A.T.P.C. subscription £130.00. Mr. Crammen’s earnings for year 2005/6 had been notified to him and to Inland Revenue. Billy’s wage rate to be discussed at May meeting.

GENERAL VILLAGE MATTERS

Recent vandalism discussed, - broken camera at traffic lights, Mr. & Mrs. Dilley’s fence damaged and bird feeder stolen, problems in drive to sewage works, car burnt out there, drinking with beer and whisky bottles left there, 30 mph signs turned round again, stones on edge of causeway are being booted away. The “No Bathing” sign at the river was removed, and then replaced in the wrong place. In the village, eggs smashed in the bus shelter, fence on playing field damaged. Mostly all happened in one weekend. Clerk to write to A.W.A., tell them the gate to the sewage works used to be locked and could this happen again.

There being no further business, meeting closed at 7.45. p.m. in order to prepare for Open Meeting.
